Sikkim and Union Government Unite for Rural Water Security

In a landmark initiative to bolster rural water supply infrastructure, the Department of Drinking Water & Sanitation (DDWS) of the Ministry of Jal Shakti signed a reform-linked Memorandum of Understanding (MoU) with the State of Sikkim. This agreement aims to enhance the sustainability of water services under the Jal Jeevan Mission 2.0, ensuring that every rural household accesses adequate and quality drinking water consistently.

Community-Centered Approach to Water Governance

The newly established MoU emphasizes a Gram Panchayat-led, service-oriented model, fostering community engagement and participation. By focusing on local governance, the initiative aims to transform water management into a community-centric effort, ultimately improving living standards and contributing to long-term water security. This aligns with the national vision of ‘Viksit Bharat @2047.’

Key Attendees and Signatories

The MoU was formalized in a ceremony attended by prominent leaders, including Union Minister of Jal Shakti, Shri C.R. Patil, and Chief Minister of Sikkim, Shri Prem Singh Tamang. Other senior officials, such as Shri Ashok K. K. Meena, Secretary of DDWS, and other key representatives, were present to support this significant partnership.

Focus on Sustainable Water Solutions

During his address, Union Minister C.R. Patil highlighted the transformative impact of the Jal Jeevan Mission, which has alleviated the burden of water collection on women and girls across rural areas. He noted that this updated phase, JJM 2.0, will prioritize infrastructure sustainability, ensuring functionality and quality of water supply, and promote community ownership of water resources.

Patil encouraged state authorities to develop District Improvement Plans that focus on effective monitoring and management of water services, urging them to adopt a structured approach for the delivery of sustainable drinking water.

Chief Minister’s Commitment

In response, Chief Minister Tamang expressed gratitude to the Ministry of Jal Shakti for its unwavering support of the Jal Jeevan Mission. He commented on the Mission’s positive impact, particularly in Sikkim—a region known for its challenging geography and disaster vulnerability. Tamang reaffirmed Sikkim’s dedication to achieving the objectives set under the Mission, mentioning considerable improvements in water supply despite topographical difficulties.

Strengthening Water Management Systems

Shri Ashok K. K. Meena emphasized the importance of this MoU, stating it prioritizes not only the establishment of water supply infrastructure but also sustainable management through local governance. The agreement empowers Gram Panchayats and Village Water & Sanitation Committees (VWSCs) to oversee and operate village-level water systems effectively.

Meena also stressed the necessity for regular meetings of District Water and Sanitation Missions, advocating for timely preparations of Village Action Plans to ensure a proactive approach to water supply management.
