Secretary-General Calls for Financial Justice, Climate Action, and Inclusive Digital Transformation

UN Secretary-General António Guterres addressed the Second Italy-Africa Summit in Addis Ababa, emphasizing the importance of cooperation between Italy and African nations. To address this, the Sevilla Commitment has been established as a roadmap to close the SDG financing gap, alleviate debt distress, and reform the global financial system to better reflect current realities. Guterres called for stronger multilateral development banks and affordable long-term financing solutions that can mitigate risks and lower costs. He emphasized that addressing these financial challenges is crucial not only for economic growth but also for tackling the root causes of irregular migration by creating jobs and restoring hope in affected communities.

Climate Action: A Shared Responsibility

The UN Secretary-General also addressed the urgent need for climate action, warning that the world is on track to exceed the critical 1.5°C temperature threshold. He stressed the importance of minimizing this overshoot and highlighted Africa’s potential in the clean energy transition, given its abundant renewable resources and youthful workforce. However, Guterres pointed out that Africa currently receives only 2% of global clean energy investments, a situation that must change. He called for increased investments in renewable energy, infrastructure, and adaptation finance, as well as early warning systems to protect lives. Guterres reiterated the goal of mobilizing $1.3 trillion annually for developing countries by 2035, as agreed upon in Brazil, and advocated for fair value chains in critical minerals to ensure that benefits reach African populations.

Digital Transformation: Ensuring Inclusivity

In his remarks, Guterres highlighted the significance of a digital transformation that benefits all, particularly in the context of artificial intelligence (AI). He recently submitted a proposal to the General Assembly for the establishment of an Independent International Scientific Panel on AI, which aims to ensure that AI technologies are safe, transparent, and equitable. Guterres called for the creation of a Global Fund on AI to enhance basic capacities in developing countries, focusing on skills development, data accessibility, and affordable computing power. He emphasized that Africa’s success in the digital realm is vital for achieving a safer, more equitable, and sustainable global landscape.
