RBI Innovation Hub and Land Ministry Collaborate for Digital Credit Access

The Department of Land Resources (DoLR) under the Ministry of Rural Development recently convened a pivotal meeting with the RBI Innovation Hub (RBIH). The objective was to explore innovative ways to integrate Digital Public Infrastructure (DPI) into land governance and digital lending processes.

The meeting was led by Shri Narendra Bhooshan, Secretary of the DoLR, who engaged in constructive discussions with key figures from the RBIH, including CEO Mr. Sahil Kini and Chief Product Officer Shri Abhishek Poddar. Notable attendees also included Shri Arun Seethamraju and Ms. Aditi Dubey, further contributing to a diverse dialogue on the intersection of technology and agriculture.

Participants in the meeting included leaders from the DoLR such as Shri Parikipandla Narahari, Joint Secretary for Land Resources, Shri Shyam Kumar, and Shri Amit Kumar Singh, both Directors of Land Resources. Their collaborative discussions aimed to craft synergies between the Department’s land governance projects and the Unified Lending Interface (ULI). This initiative is particularly focused on improving credit delivery for farmers and rural communities.

In the meeting, the importance of having authenticated and interoperable digital land records was emphasized. Such records could greatly enhance access to institutional credit, while simultaneously promoting transparency and efficiency in the lending process. Key areas identified for collaboration included:

  • Establishing secure, standardized access to verified digital land records.
  • Speeding up the digital distribution of Kisan Credit Cards (KCC) and agricultural loans.
  • Lowering transaction costs and expediting loan processing times.
  • Enhancing risk management via mortgage information and flag-marking to prevent multiple financings against the same land parcel.
  • Encouraging financial inclusion by legitimizing land as a reliable digital asset for obtaining formal credit.

The conference also spotlighted the necessity for standardization in data practices, API interoperability, and the expanded use of ULPIN (Bhu-Aadhaar). Such measures would look to strengthen collaboration between land governance entities and financial sector stakeholders.

The Department of Land Resources reiterated its commitment to work alongside the RBI Innovation Hub and other relevant stakeholders. Together, they aim to forge a robust, citizen-focused Digital Public Infrastructure that will enhance land governance and broaden access to formal credit throughout rural India.
