Prioritizing Indian Standards for Quality Control

In a recent inter-ministerial meeting held in New Delhi, Smt. Nidhi Khare, Secretary of the Department of Consumer Affairs, emphasized the urgent need to prioritize the implementation of Indian Standards. This meeting focused on expanding the scope of Quality Control Orders (QCOs) to enhance product quality and safety across various sectors. The initiative aligns with the Indian government’s vision of ‘Atma Nirbhar Bharat,’ which aims to strengthen the domestic market while reducing reliance on sub-standard imports. With representatives from nearly 17 Union Ministries in attendance, the discussions highlighted the critical role of standards in protecting public health and boosting the competitiveness of Micro, Small, and Medium Enterprises (MSMEs).

Importance of Quality Control Orders

Quality Control Orders (QCOs) serve as a vital mechanism for enforcing mandatory compliance with established standards for various products. Smt. Khare pointed out that these orders play a significant role in safeguarding public health and safety. By ensuring that all market players adhere to the same quality benchmarks, QCOs create a level playing field for businesses, particularly MSMEs. This is crucial for enhancing their competitiveness in the domestic market.

Moreover, the implementation of QCOs opens doors for MSMEs to access global markets. When Indian products meet international quality standards, they become more appealing to foreign buyers. This not only boosts exports but also fosters economic growth. The meeting underscored the importance of these orders in uplifting the quality ecosystem in the domestic market and curbing the influx of sub-standard imports. By prioritizing QCOs, the government aims to make Indian products stand out in the global marketplace, aligning with the vision articulated by the Prime Minister during the 78th Independence Day speech.

Collaborative Efforts Across Ministries

The inter-ministerial meeting saw participation from representatives of various Union Ministries, including the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Textiles, and Ministry of New and Renewable Energy, among others. This diverse representation highlights the collaborative effort required to implement QCOs effectively. Each ministry plays a crucial role in ensuring that their respective sectors comply with the established standards.

During the discussions, the Department of Consumer Affairs presented the positive impact of QCOs on the toys industry. The introduction of these orders has led to significant improvements in safety and quality standards for toys manufactured and sold in India. This example serves as a model for other sectors, demonstrating the tangible benefits of adhering to quality standards. The meeting also reviewed the status of 628 products currently under consideration for inclusion in QCOs, emphasizing the need for expedited timelines to enhance product quality across various industries.

The Role of Bureau of Indian Standards

The Bureau of Indian Standards (BIS) is the national standards body responsible for the standardization, marking, and quality certification of goods in India. Compliance with these standards is generally voluntary unless mandated under Section 16 of the BIS Act, 2016. The BIS plays a crucial role in conducting detailed stakeholder consultations with industry representatives before notifying and implementing QCOs. This collaborative approach ensures that the standards set are practical and beneficial for all stakeholders involved.

By empowering all ministries and departments to enforce these standards, the government aims to create a robust framework for quality assurance. The emphasis on stakeholder engagement reflects a commitment to transparency and inclusivity in the standard-setting process. As India moves towards a more self-reliant economy, the role of the BIS and the implementation of QCOs will be pivotal in achieving the goals of ‘Atma Nirbhar Bharat’ and enhancing the overall quality of products available in the market.
