NITI Aayog’s New Report Aims for Skilling Revolution by 2047
NITI Aayog has unveiled an ambitious report titled “Reimagining Skilling for Viksit Bharat@2047,” which outlines a comprehensive framework for skilling India’s youth to align with national development goals. The report identifies five critical segments of learners, particularly focusing on the NEET youth aged 15-29 years. NEET, or Not in Education, Employment or Training, includes young individuals engaged in various activities such as voluntary work, household duties, those unable to work due to health issues, and others not actively seeking employment.
There has been some misunderstanding regarding the term ‘NEET youth’, with suggestions that the figure of 8.7 crore NEET individuals implies widespread unemployment. NITI Aayog clarifies that this category includes those not pursuing job opportunities, distinguishing it clearly from those who are unemployed, thereby ensuring that the figures should not be interpreted as indicators of joblessness.
The report’s findings are based on data from the National Sample Survey (NSS) 78th Round, conducted during the tumultuous period of the COVID-19 pandemic in the fiscal year 2020-21. As the pandemic disrupted education and employment landscapes, the statistics may not accurately reflect typical conditions. More recent data from the Periodic Labour Force Survey (PLFS) reveal that the percentage of NEET youth has significantly declined, indicating a positive trend.
In line with its commitment to evidence-based policymaking, the government introduced the PLFS in 2017-18, allowing for annual labor force estimates, which improved upon the previous five-year survey model. This ongoing initiative helps to provide timely and relevant labor market insights. Notably, beginning January 2025, the PLFS is undergoing enhancements, shifting to a January-December survey cycle to further align with international standards.
With the goal of achieving a developed India by 2047, the government is actively working to enhance the skills of its youth in preparation for future opportunities. Prior to the report’s release, authorities have already initiated key reforms suggested in this groundbreaking document through the Ministry of Skill Development and Entrepreneurship. Noteworthy is the introduction of a ₹600 crore Integrated Scheme in Skilling Architecture (ISSA) as part of the Union Budget for 2026-27, underscoring the government’s determination to foster integration across education, skill development, employment, and lifelong learning systems.
