New Workshop in Assam Boosts Adoption for Children with Special Needs

The Central Adoption Resource Authority (CARA), under India’s Ministry of Women and Child Development, successfully organized a regional consultation workshop today, January 30, 2026, in Guwahati, Assam. The workshop focused on enhancing non-institutional rehabilitation for children with special needs, an initiative that revealed a growing institutional commitment to support adoption and rehabilitation mechanisms for these vulnerable children.

A total of 122 stakeholders participated in the all-day consultation meeting, including State Adoption Resource Agencies (SARA), Special Adoption Agencies (SAA), District Child Protection Units (DCPU), Chief Medical Officers, health professionals, child protection workers, and various individuals involved in the adoption process. Such a significant turnout underscores the collective determination to reinforce the framework for adopting and rehabilitating children with special needs.

Exploring Best Practices and Challenges

The workshop kicked off with an overview of CARA’s initiatives aimed at promoting family-based care for children with special requirements. Attendees were treated to a film showcasing inspiring stories of successful adoptions of children with special needs. Following the presentation, representatives from each state shared their experiences regarding current challenges, best practices, and innovative approaches in facilitating adoption and non-institutional care for children.

Group Discussions on Key Issues

An engaging group discussion was conducted to present recommendations on pertinent issues that had been previously provided to the representatives. Discussions covered various topics, including:

  • Health and medical assessments for children with special needs
  • Legal and procedural aspects of adoption
  • Financial and administrative challenges
  • Grievance redressal and institutional coordination

Each group presented actionable recommendations aimed at strengthening identification, certification, counseling, replacement, and post-adoption support mechanisms. The conversation also focused on strategies related to the adoption of special needs children and emphasized the importance of enhancing inter-sectoral coordination, building the capacities of frontline workers, and fostering informed decision-making among prospective adoptive parents.

Commitment to Enhancing Adoption Awareness

The consultation meeting concluded with a collective resolution to encourage domestic adoption for children with disabilities, strengthen non-institutional care frameworks, and develop a strategic roadmap to intensify awareness efforts during the Adoption Awareness Month. CARA reiterated its commitment that every child, regardless of their physical or developmental challenges, deserves to grow in a safe, nurturing, and permanent family environment. The principles guiding adoption should focus on child welfare, transparency, and the best interests of the child.
