New Sports Governance Rules Enhance Representation and Integrity
The Union Government has unveiled the National Sports Governance (National Sports Bodies) Rules, 2026, as part of the National Sports Governance Act, 2025. These new regulations are designed to enhance the structure and functioning of National Sports Bodies and Regional Sports Federations in India, establishing a comprehensive framework for governance and accountability.
Key aspects of the rules include the necessary inclusion of Sportspersons of Outstanding Merit (SOMs) in governing bodies and committees. Each National Sports Body will be required to have at least four SOMs in its General Body, ensuring that talented athletes have a voice in decision-making processes. To promote gender equality, the rules mandate that fifty percent of these SOMs must be women.
The composition of the Executive Committees is also addressed, with mandates for specific posts to be reserved for women. This approach aims not only to empower female athletes but also to foster inclusivity within the sport administration.
Moreover, the eligibility criteria for SOMs have been outlined clearly. Applicants must be at least twenty-five years old, retired from active sports for at least one year, and have not participated in selection competitions during that time. A tiered criteria system has been established to accommodate various sports disciplines, recognizing achievements from Olympic medalists down to those awarded in National Championships.
The procedural guidelines for elections to the Executive Committee are laid out in detail, including specific timelines for application submissions, electoral roll preparations, and nomination invitations. Disqualifications for committee membership are also outlined—individuals convicted of offenses leading to imprisonment will be barred from holding any position within the sports governance structure.
The National Sports Election Panel’s roster will always include a minimum of twenty qualified members to oversee elections effectively. Compensation for electoral officers will be determined mutually, with a ceiling of Rs. 5 lakh.
National Sports Bodies are required to update their bye-laws to align with these new rules within six months. However, the Central Government has the authority to relax specific provisions for up to twelve months if justified in writing.
This pivotal development in sports governance marks a significant step towards fostering transparent and effective management of sports in India, supporting athletes’ interests and enhancing the overall integrity of the sporting landscape.
