New Power Planning Tool Launched in India

On April 11, 2025, the Central Electricity Authority (CEA) unveiled an innovative Integrated Generation, Transmission, and Storage Expansion Planning Model with Demand Response. This essential resource adequacy tool was introduced by Shri Ghanshyam Prasad, Chairperson of the CEA, alongside former Secretary of Power, Sh. Alok Kumar, and various representatives from State Power Utilities. The software will be distributed free of charge to all states and distribution companies (Discoms).
Purpose and Development of the Tool
The newly developed tool aims to assist states in formulating comprehensive Resource Adequacy plans, adhering to the guidelines set forth by the Ministry of Power in June 2023. Following the issuance of these guidelines, the CEA has been actively working on Resource Adequacy plans for all Discoms. Initially, the CEA completed assessments for all Discoms up to the year 2032, which have now been updated to extend through 2034-35. The CEA has also conducted a national-level exercise covering the same period. Given that the plan is dynamic and requires annual revisions, the CEA decided to create a common tool that can be shared with all stakeholders at no cost, facilitating easier integration of studies and optimal solutions for the country.
Key Features of the Model
The Integrated Generation, Transmission, and Storage Expansion Planning Model incorporates several critical features to enhance its effectiveness. It considers the chronological operation of the power system, ensuring that all unit commitment constraints are accounted for, including technical minimums, minimum up and down times, and ramp-up/ramp-down rates. Additionally, the model integrates endogenous demand response and ancillary services, among other factors. This comprehensive approach allows for a thorough analysis of the power system, ultimately leading to more informed decision-making.
Benefits of the New Tool
The introduction of this tool promises numerous benefits for the electricity grid. It aims to ensure adequate resource adequacy, preventing both shortages and excesses, thereby eliminating load shedding and stressed capacity while providing cost-effective solutions. Furthermore, the tool optimizes the costs associated with power system generation expansion and operation, factoring in the advantages of demand response. It also enhances the optimization of energy and ancillary services and determines the ideal size and location for storage facilities. Developed entirely in India under the guidance of the CEA, the tool will be updated and improved based on feedback from its users, including Discoms and load dispatchers.
Collaboration and Future Updates
The launch event underscored the collaborative efforts between the CEA, The Lantau Group (TLG), and the Asian Development Bank (ADB) as part of a Technical Assistance program. This partnership highlights the commitment to enhancing India’s power planning capabilities through innovative solutions. As the tool evolves, the CEA will continue to engage with users to refine its functionalities, ensuring it meets the dynamic needs of the electricity sector in India.
