New Nationwide Initiative to Boost Consumer Awareness in Rural Areas

The Department of Consumer Affairs (DoCA) has unveiled the second phase of its virtual capacity-building initiative aimed at Gram Panchayats across India. Launched on February 13, 2026, in collaboration with the Ministry of Panchayati Raj, this program seeks to enhance consumer awareness and fortify protection mechanisms at the grassroots level following the success of similar initiatives from 2024 and 2025.

First Sessions Engage Key Stakeholders

The kick-off interaction for this renewed effort brought together representatives from the States of Bihar, Jharkhand, and Odisha. Utilizing an impressive setup of 1,011 online connections, the session reached thousands of stakeholders involved at the Panchayat level. Participants gained insights into essential consumer rights, contemporary consumer challenges, and the processes available for grievance resolution. Furthermore, the program fostered direct interaction, allowing Panchayat representatives to voice concerns and seek clarifications.

Empowering Panchayats for Consumer Protection

The significance of Panchayats in advocating consumer rights, combating unfair trade practices, and ensuring access to grievance platforms, like the National Consumer Helpline (1915) and the e-Jagriti portal, was a focal point of the session. In its earlier phase, the DoCA conducted a series of virtual sensitization sessions on consumer rights and redressal mechanisms under the Consumer Protection Act, 2019. This effort, which ran from December 20, 2024, to August 22, 2025, successfully covered all States and Union Territories, with the exception of Delhi and Chandigarh, where Panchayati Raj Institutions do not exist.

Regional Inclusivity Enhances Engagement

A standout feature of the new initiative is its commitment to regional inclusivity. To facilitate effective communication and broader participation, sessions were conducted in local regional languages. Officers well-versed in these languages chaired the proceedings, ensuring direct engagement and meaningful dialogues between participants and organizers. This approach significantly bolstered responsiveness and encouraged active participation from the field.

Building Capacity for Informed Consumers

This initiative has greatly enhanced the capabilities of Panchayat representatives as advocates for consumer protection within their communities. By providing them with practical knowledge regarding consumer rights and grievance procedures, the program has laid the groundwork for a more informed and empowered rural consumer population.

The virtual format of the program boasts advantages such as cost efficiency, scalability, and the ability to reach a wider audience rapidly. Encouraged by the positive feedback and outcomes from the first phase, the DoCA is committed to expanding this program in collaboration with the Ministry of Panchayati Raj, with a renewed focus on enhancing last-mile consumer awareness.

Through this sustained initiative, the Department emphasizes its dedication to ensuring consumer awareness reaches every level of governance, empowering citizens—especially in rural areas—to make informed choices and access timely avenues for grievance resolution.
