New Dynamics in the South China Sea: Nations Urged to Secure Resources Amid Rising Tensions

Antelope Reef, a small island in the South China Sea, has recently transformed from an almost entirely submerged landmass into a 6-square-kilometer crescent of white sand, complete with buildings. This rapid change, achieved through the dredging of millions of tonnes of sand, has taken place within just six months. The reef, located in the disputed Paracel Islands, is now a focal point in the ongoing territorial disputes involving China, Vietnam, and other Southeast Asian nations.

Rapid Transformation of Antelope Reef

Antelope Reef, previously a mere turquoise dot on maritime maps, has undergone an extraordinary transformation this year. The island, which was largely underwater, now boasts a substantial landmass created by dredging operations that have removed millions of tonnes of sand from the seabed. This ambitious project has resulted in a crescent-shaped island measuring 6 square kilometers, adorned with gleaming white sand and a few structures. The speed of this reclamation effort is unprecedented, likely setting a world record for such operations. The lagoon surrounding the island is filled with numerous cutter suction dredgers, which are capable of extracting up to 6,000 cubic meters of sand per hour—enough to fill two Olympic-sized swimming pools.

Regional Implications and Responses

China’s aggressive land reclamation efforts are not occurring in isolation. In response to China’s extensive territorial claims, Vietnam has begun its own reclamation projects on reefs it controls in the South China Sea. Other nations, including the Philippines, are also taking steps to bolster their claims. The Paracel Islands, where Antelope Reef is located, are claimed by multiple countries, including China, Taiwan, Vietnam, the Philippines, Malaysia, and Brunei. Historically, these islands were submerged reefs with no human settlements until China took control of the Paracels in 1974 after a conflict with South Vietnamese forces. Recently, China has also transformed several reefs in the Spratlys into islands capable of supporting military infrastructure, further asserting its claims over the region.

Vietnam’s Strategic Moves

Vietnam has formally protested China’s construction activities on Antelope Reef, albeit in diplomatic terms. The Vietnamese government has been cautious in its rhetoric while simultaneously ramping up its own reclamation efforts. Over the past three years, Vietnam has dredged at least 20 reefs, creating 11 new harbors and expanding its controlled area to over 11 square kilometers—approximately half of what China controls. Vietnam is also beginning to develop military-grade infrastructure, such as navigation beacons, signaling a shift in its approach to the ongoing territorial disputes. Experts suggest that Vietnam’s strategy may involve adopting similar tactics to China’s, focusing on consolidating its presence in the region.

The Broader Context of Territorial Disputes

The territorial disputes in the South China Sea have led to a complex geopolitical landscape, with various nations vying for control over these strategically important waters. The Association of Southeast Asian Nations (ASEAN) has attempted to negotiate a code of conduct among its member states, but progress has been slow. In 2013, the Philippines took China’s actions to the Permanent Court of Arbitration, which ruled in favor of the Philippines, stating that China’s claims lacked historical validity. However, China has ignored this ruling, leading to increased tensions and clashes between Chinese and Philippine vessels. As the Philippines expands its military cooperation with the United States and strengthens its own positions in the South China Sea, the situation remains precarious. The ongoing developments highlight a new reality where each claimant nation is compelled to assert its interests independently, acknowledging China’s dominant role in the region.
