NCR Air Quality Management Commission Enhances Enforcement Measures

The Sub-Committee on Safeguarding & Enforcement of the Commission for Air Quality Management in NCR and Adjoining Areas convened for its 25th meeting on June 12, 2026, under the leadership of Chairman Shri Rajesh Verma. The meeting focused on reviewing enforcement actions and strategies to combat air pollution across key sectors within Delhi, Punjab, and surrounding states.

Vehicular Emissions Under Scrutiny

Central to the discussions was the implementation status of various statutory directions aimed at reducing vehicle emissions. The Commission examined the progress of Direction No. 101, which mandates the installation and operation of Automatic Number Plate Recognition (ANPR) cameras at all fuel stations across the NCR by October 1, 2026. This initiative is intended to enforce the restriction on fueling vehicles without a valid Pollution Under Control Certificate (PUCC).

Additionally, the meeting reviewed Direction No. 94, which seeks to promote cleaner mobility within services provided by motor vehicle aggregators and e-commerce entities, effective January 1, 2026. This involves creating web portals and conducting surprise inspections to ensure compliance.

Concerns were also raised regarding the enforcement against End-of-Life (EoL) vehicles, aligning with the Supreme Court’s order aimed at phasing out older models that do not meet current emissions standards. The identification of traffic congestion hotspots was another priority, as officials are working to implement measures for better traffic management and reduced vehicular emissions.

Dust Control Measures

In another significant discussion, the Commission reviewed the handling of Construction & Demolition (C&D) waste, crucial for managing around 6,000 metric tons generated daily in Delhi. Efforts to enhance C&D waste processing capabilities and mitigate dust from such sites were thoroughly examined.

The implementation of mechanical road sweeping machines is also being fast-tracked, with a goal to deploy them by September 30, 2026, to manage road dust effectively.

Stubble Burning Initiatives

The Sub-Committee further assessed plans to combat paddy stubble burning, primarily in Punjab and Haryana, with the aim of completely eliminating such practices during the paddy season of 2026. This includes promoting crop diversification and the use of alternative biomass for fuel in brick kilns.

The Commission noted the necessity for strict enforcement of regulations regarding the use of approved fuels in brick kilns. A series of compliance checks were mandated to ensure brick kilns are adhering to guidelines prohibiting unapproved materials.

Municipal Solid Waste Management

Furthermore, the review covered the status of municipal solid waste management, focusing on legacy waste liquidation and improved infrastructure for waste handling. Preventing the open burning of solid waste and enhancing processing facilities were highlighted as essential actions for environmental protection.

As air pollution continues to be a pressing issue in the NCR, these measures represent a concerted effort to improve air quality and safeguard public health.
