NCGG’s Capacity Building Program
The National Centre for Good Governance (NCGG) has successfully concluded its inaugural Capacity Building Programme on Public Policy and Administration. This significant event took place from November 18 to 29, 2024, in Mussoorie and New Delhi. The program aimed to enhance the skills of civil servants from Southeast Asia and the Indian Ocean Region. A total of 30 senior officers from key ministries in countries such as Sri Lanka, Oman, Tanzania, Kenya, Seychelles, Malaysia, Cambodia, Maldives, and Myanmar participated in this two-week initiative.
A Platform for Exchange and Learning
The Capacity Building Programme provided a unique platform for participants to exchange ideas and share best practices. It focused on critical areas such as e-governance, sustainable development, transparency, and inclusivity. These topics reflect NCGG’s commitment to fostering excellence in governance. Participants engaged in discussions that encouraged innovative approaches to governance and administration.
The program’s structure allowed for interactive sessions where participants could learn from each other’s experiences. This collaborative environment fostered a sense of community among the civil servants. They were able to discuss the challenges they face in their respective countries and explore potential solutions. The sharing of knowledge and experiences is vital for improving governance in the region.
Insights from Indian Governance
During the valedictory session, Dr. Surendrakumar Bagde, Director General of NCGG, addressed the participants. He highlighted India’s remarkable progress in e-governance. Dr. Bagde emphasized the government’s philosophy of “minimum government, maximum governance.” This approach has led to significant improvements in transparency, efficiency, and public service delivery.
Dr. Bagde also pointed out the importance of addressing pressing issues like waste management. He stressed that effective waste management mechanisms can have far-reaching positive impacts on the environment. His insights provided participants with a deeper understanding of how governance can be improved through innovative practices.
Country-Specific Presentations: Sharing Best Practices
The program featured a series of country-specific presentations. Participants showcased their governance frameworks and developmental strategies. For instance, Oman presented its Vision 2040, which focuses on e-governance and digital transformation. Sri Lanka shared its grassroots-driven Samurdhi Program aimed at poverty alleviation.
Other countries also highlighted their initiatives. The Maldives discussed environmental governance, while Kenya emphasized transparency through e-governance. Cambodia presented its decentralization reforms and strategies for inclusive growth. Tanzania showcased its Vision 2025 and involvement in the Open Government Partnership. Seychelles highlighted its Blue Economy Governance Model, Myanmar discussed its Sustainable Development Plan, and Malaysia detailed Vision 2020 and National Transformation 2050.
These presentations allowed participants to learn from diverse governance models and adapt successful strategies to their own contexts.
Acknowledging the Coordinators and Team Efforts
The program was coordinated by Dr. A.P. Singh, Course Coordinator and Associate Professor, along with Dr. Mukesh Bhandari, Associate Course Coordinator, and Shri Sanjay Dutt Pant, Program Assistant. The entire NCGG capacity-building team played a crucial role in the program’s success.
During the closing session, Dr. Singh shared the journey of the participants and highlighted the course’s focus. His insights underscored the importance of continuous learning and collaboration among civil servants. The NCGG’s efforts in organizing this program demonstrate its commitment to enhancing governance in the region.
