National Statistical Commission Engages with Uttar Pradesh Government to Enhance State Statistical System
The National Statistical Commission (NSC) convened an interactive session with the Government of Uttar Pradesh on October 14, 2025, at Yojna Bhawan in Lucknow. The meeting aimed to enhance the quality and reliability of the state’s statistical system, focusing on the estimation process for the Gross State Domestic Product (GSDP). Key officials from both the NSC and the Uttar Pradesh government participated, emphasizing the importance of accurate data for effective governance and planning.
Strengthening Statistical Infrastructure
The session began with a welcome address from Mrs. Alka Bahuguna Dhoundiyal, Director of the Directorate of Economics and Statistics (DES). She highlighted the critical role of accurate and timely data in realizing the vision of a developed Uttar Pradesh and Bharat by 2047. Reliable statistics are essential for planning and monitoring the state’s developmental goals. Following her address, Shri Alok Kumar, Principal Secretary (Planning) of the Uttar Pradesh government, presented the framework for the state’s One Trillion Dollar Economy (OTD) Mission. He outlined the Chief Minister’s vision to position Uttar Pradesh as a significant contributor to the national economy, detailing ongoing initiatives such as the Samarth UP portal and the Women Economic Empowerment (WEE) Index.
The DES team provided presentations on the state’s advancements in statistical infrastructure. They discussed improvements in GSDP estimation and the preparation of District Domestic Product (DDP) data. The presentations also covered the use of administrative and survey data to adopt a bottom-up approach in economic assessments. Notably, discussions included methodologies for evaluating economic activities during large-scale events, such as the Mahakumbh, and pilot surveys for the Periodic Labour Force Survey (PLFS) and the All-India Survey on Unincorporated Sector Enterprises (ASUSE).
Emphasizing Methodological Development
Dr. Saurabh Garg, Secretary of the Ministry of Statistics and Programme Implementation (MoSPI), stressed the need for integrating administrative data and adopting digital platforms to enhance the statistical process. He pointed out that improving methodological transparency is vital for producing high-quality, reliable, and timely data. The integration of data sources, along with the use of modern tools like Geographic Information Systems (GIS) and dashboards, was highlighted as essential for effective governance and evidence-based policymaking.
The NSC members acknowledged the Uttar Pradesh government’s efforts to modernize its statistical system and integrate data across various departments. They encouraged the state to continue refining its estimation methods and strengthen sampling designs. The Commission assured the state of ongoing technical guidance and support to enhance methodological rigor and ensure greater transparency in statistical compilation.
Collaboration and Best Practices
During the meeting, senior officials from MoSPI and the State Planning Department discussed key statistical domains, including Gross State Domestic Product, Annual Survey of Industries, and Price Statistics. Both parties emphasized the importance of improving data granularity at the district level and expanding technology use for real-time monitoring and dissemination. The discussions also highlighted best practices and innovations, such as the WEE Index and the Family ID initiative, which are significant steps toward integrated data management and improved service delivery.
The NSC members praised these initiatives as examples of how data can be effectively utilized to promote inclusivity and accountability. The interaction underscored the importance of collaboration between the NSC and the Uttar Pradesh government to enhance the state’s statistical capabilities.
Commitment to Evidence-Based Governance
In the concluding session, Dr. K. V. Raju, Economic Advisor to the Chief Minister, and Shri Awanish Kumar Awasthi, Advisor to the Chief Minister, reiterated the state’s commitment to evidence-based planning and data-driven governance. They expressed gratitude for the valuable guidance and technical support provided by the NSC and MoSPI.
The meeting concluded with remarks from NSC Chairman Prof. Rajeeva Laxman Karandikar, who commended the state’s commitment to building a robust and transparent statistical system. He noted the visible progress made in institutional capacity-building and emphasized the need for continued methodological improvements in GSDP estimation to reflect realistic and evidence-based trends.
