Mission Vatsalya: A Comprehensive Child Welfare Initiative
The Ministry of Women and Child Development in India has launched a significant initiative known as Mission Vatsalya. This Centrally Sponsored Scheme aims to provide essential services for children in difficult circumstances. It focuses on both institutional and non-institutional care. The program is designed to support Children in Need of Care and Protection (CNCP) and Children in Conflict with Law (CCL). Objectives of Mission Vatsalya

Monitoring and Evaluation Challenges
Despite its ambitious goals, Mission Vatsalya faces challenges in monitoring and evaluation. Currently, there is no centralized data on the villages that have successfully established Village Level Child Protection Committees (VLCPCs). Additionally, assessments to evaluate the impact of these committees on issues such as child marriage, trafficking, and school dropouts have not been conducted.
The Child Welfare Committees, empowered under the Juvenile Justice (Care and Protection of Children) Act, 2015, play a crucial role in monitoring the functioning of CCIs. They make decisions in the best interest of children in need of care and protection. Furthermore, the National Commission for Protection of Child Rights and State Commissions for Protection of Child Rights are responsible for overseeing the implementation of the Act. However, without proper assessments, it is difficult to gauge the effectiveness of these initiatives.
