Malaysia Intensifies Crackdown on Illegal Bitcoin Mining Amidst Significant Power Theft Losses

Malaysian authorities are intensifying their efforts to combat illegal Bitcoin mining, having identified nearly 14,000 unauthorized operations over the past five years. This crackdown comes in response to significant financial losses, estimated at $1.1 billion, incurred by the state utility Tenaga Nasional (TNB) due to power theft linked to these activities. With around 3,000 incidents of power theft reported by early October, the government has formed a cross-agency taskforce to coordinate actions against these rogue operators.

Government Response to Rising Illegal Mining

In light of the increasing number of illegal Bitcoin mining operations, Malaysia’s government has taken decisive steps to address the issue. The newly established taskforce includes representatives from the finance ministry, Bank Negara Malaysia, and TNB. Their goal is to streamline efforts to tackle the rampant power theft associated with illegal mining activities. Bitcoin mining is legal in Malaysia, provided that operators acquire electricity through legitimate means and fulfill their tax obligations. However, many illegal miners bypass these regulations by tapping into stolen electricity to power their high-performance mining rigs.

Deputy Minister of Energy Transition and Water Transformation, Akmal Nasrullah Mohd Nasir, highlighted the challenges of operating legally in a volatile market. He noted that even well-managed mining operations struggle to achieve success under current market conditions. The government’s crackdown aims to ensure that all mining activities comply with legal standards, thereby protecting the integrity of the energy sector.

Innovative Tactics to Detect Illegal Operations

To combat illegal Bitcoin mining, Malaysian authorities are employing a variety of innovative detection methods. Drones are being deployed to survey areas, identifying unusual heat signatures that indicate the presence of mining equipment in shops and abandoned buildings. On the ground, police utilize handheld sensors to detect irregular electricity consumption, while community reports of strange noises have also proven useful in locating hidden mining operations.

Illegal miners have become increasingly cautious in their operations. They frequently relocate to empty storefronts and deserted homes to avoid detection. To further conceal their activities, they employ heat shields to mask the glow of their mining rigs and secure their locations with CCTV cameras, heavy locks, and broken-glass deterrents. These measures reflect the lengths to which both authorities and illegal miners are willing to go in this ongoing battle.

The Broader Impact of Bitcoin Mining

Globally, Bitcoin mining consumes more electricity than entire countries, such as South Africa and Thailand. A report from the Cambridge Centre for Alternative Finance indicates that over 75% of Bitcoin mining activity now occurs in the United States, while Malaysia’s share of the global market remains uncertain. In January 2022, Malaysia accounted for 2.5% of the global hashrate, a measure of computational power, but updated figures have not been released.

The energy landscape in Malaysia is heavily reliant on fossil fuels, with approximately 80% of the country’s electricity generated from coal or natural gas. This reliance on fossil fuels is consistent across the region, where three-quarters of the power mix is derived from similar sources. In response to the growing issue of electricity theft linked to cryptocurrency mining, Malaysia’s Ministry of Energy Transition and Water recently announced the formation of a multi-agency committee aimed at addressing this pressing concern.
