Inspection Uncovers Illegal Industrial Operations in Naraina
A joint inspection conducted in Naraina, Delhi, on January 8, 2026, revealed serious violations of environmental regulations by industrial units operating in residential areas. This inspection was prompted by complaints from the All Naraina Residents Welfare Samiti about polluting industrial activities within the Cantonment Board (CB) area. The oversight was carried out by the Commission for Air Quality Management (CAQM), alongside the Delhi Pollution Control Committee (DPCC) and the Delhi Cantonment Board.
Details of the Inspection
The inspections scrutinized a total of 21 industrial units identified in the residents’ complaints. Out of these, 19 were categorized as “Household Industries” under the Master Plan for Delhi (MPD) 2021. However, these units lacked the necessary No Objection Certificate (NOC) required to operate legally. The remaining two units found during the inspection were not classified as permissible household industries at all.
Legal Requirements for Operation
According to the DPCC’s Consent Policy and the directives from the Hon’ble Supreme Court, any household industries functioning within residential areas must secure an NOC from a High Powered Committee chaired by the Commissioner of Industries, Government of NCT of Delhi. Shockingly, none of the inspected units could provide proof of having obtained this mandatory certification.
Actions Taken by Authorities
In light of these findings, CAQM has promptly notified the Delhi Cantonment Board to take stringent action. The recommendation emphasizes that only those industrial units which acquire appropriate permissions and statutory clearances, including the crucial NOC, should be allowed to operate in the Naraina Cantonment area. CAQM has reiterated its commitment to enforcing environmental standards rigorously and collaborating with relevant agencies to curb illegal industrial activities and combat air pollution effectively.
Community Response
The outcome of this inspection underscores the concerns of local residents regarding air quality and environmental safety. It highlights the urgent need for regulatory oversight in residential zones affected by industrial operations. The CAQM’s proactive measures aim to address these community grievances and promote a healthier living environment in Naraina.
