IndiGo Faces Flight Cancellations Amid New Pilot Duty Regulations: Key Insights on DGCA Roster Rules

IndiGo, India’s largest airline, is facing significant operational disruptions, resulting in the cancellation and delay of hundreds of flights over the past two days. This turmoil comes in the wake of new pilot rest and duty-hour regulations implemented by the Directorate General of Civil Aviation (DGCA) on November 1. The airline has attributed these challenges to a combination of unforeseen operational issues and the recent changes in regulations, which are expected to continue affecting its flight schedule for the next 48 hours.

Flight Cancellations and Delays

In recent days, IndiGo has experienced a dramatic decline in its on-time performance. On Tuesday, only three out of ten scheduled flights departed as planned, a stark contrast to the airline’s commitment to punctuality. The disruptions have led to the cancellation of over 70 flights across India, with a significant portion of November’s cancellations—62 percent of 1,232 flights—blamed on crew constraints. The airline has publicly apologized to affected passengers and is working to mitigate the impact of these disruptions.

IndiGo operates approximately 2,300 domestic and international flights daily. However, the recent operational challenges have forced the airline to implement “calibrated adjustments” to its flight schedules. While specific figures regarding the extent of the disruptions have not been disclosed, the airline is actively seeking to restore stability to its operations.

New Pilot Roster Norms

The new pilot roster norms, mandated by the DGCA, were designed to enhance crew welfare by increasing weekly rest periods to 48 hours and limiting night landings to two per week. These regulations were introduced following a Delhi High Court ruling and were aimed at addressing concerns about pilot fatigue across Indian airlines. Despite IndiGo’s and other carriers’ requests for a delay in implementing these rules, the DGCA enforced them with limited relaxations.

The phased rollout of these norms began in July, with the most recent changes taking effect on November 1. Initially scheduled for March 2024, the implementation was expedited due to ongoing concerns about crew fatigue. The new regulations have increased the demand for pilots, which has compounded IndiGo’s operational challenges, as the airline struggles to meet the new requirements.

Operational Challenges and Responses

IndiGo’s operational difficulties have been exacerbated by a lack of adequate crew planning. Reports indicate that the airline did not recruit additional pilots or enhance training in anticipation of the new regulations. As a result, available crew members have been stretched thin, leading to frequent reassignments and longer duty hours. The airline’s spokesperson cited technology glitches, adverse weather, and airport congestion as contributing factors to the disruptions.

To address these challenges, IndiGo has initiated adjustments to its schedules, aiming to normalize operations. However, the airline’s fleet growth has been slow, with only 24 new aircraft added over the past year due to delayed Airbus deliveries and the grounding of over 40 planes for engine issues. The reliance on damp-lease aircraft, operated by pilots from leasing companies, has also increased as a temporary measure to manage the crew shortage.

Future Outlook

As IndiGo navigates these operational hurdles, the airline’s on-time performance has seen a notable decline, dropping from 84.1 percent in October to 67.7 percent in November. The airline’s management acknowledges the strategic missteps in planning for the new duty regulations, which have left them with insufficient crew buffers for extraordinary situations. Moving forward, IndiGo is focused on stabilizing its operations and ensuring that it can meet the demands of the new regulatory environment while minimizing the impact on its passengers.
