India’s Cooperative Sector Set for Revitalization under New Policy

The Ministry of Cooperation is taking significant steps to modernize and strengthen India’s cooperative sector, guided by Prime Minister Narendra Modi’s vision of “Sahkar se Samriddhi.” Under the leadership of Union Home Minister Amit Shah, the first meeting of the National Level Policy Implementation and Monitoring Committee was held today in New Delhi. Chaired by Dr. Ashish Kumar Bhutani, the committee discussed the rollout of the National Cooperation Policy-2025, emphasizing digital transformation, capacity building, and cooperative-led economic development.

Focus on Strategic Pillars

During the meeting at Atal Akshay Urja Bhawan, attendees, including cooperative leaders and senior officials from various ministries, focused on a roadmap that prioritizes institutional strengthening and coordinated efforts among government departments and cooperative organizations. Dr. Bhutani urged all stakeholders to join in making the objectives of the National Cooperation Policy-2025 a reality at the grassroots level, stating that robust cooperative institutions would invigorate the rural economy and contribute to the vision of a Developed India by 2047.

Deliberations on Key Initiatives

The committee outlined six strategic pillars aimed at revitalizing the cooperative sector, including enhancing the competitive edge of cooperatives, preparing them for future challenges, and improving inclusivity and outreach. Notable discussions also included a coordinated action plan involving multiple ministries such as the Ministry of Rural Development and the Ministry of Panchayati Raj. Initiatives like developing Primary Agricultural Credit Societies into multipurpose service centers, promoting cooperative villages, and enhancing digital management in cooperatives were highlighted.

Expanding Membership and Economic Impact

Significant emphasis was placed on expanding cooperative membership, targeting an ambitious goal of reaching 50 crore by 2035. The committee aims to triple the economic contribution of cooperatives to the national economy while ensuring that women, youth, and small farmers have a more significant presence in cooperative enterprises. Furthermore, the promotion of innovation, startup culture, and leadership development in the cooperative sector was noted as essential for future success.

Digital Transformation Initiatives

To accelerate digital adoption within the sector, the committee emphasized the need for a national cooperative database, improved digital platforms, and effective data-driven monitoring systems. The “Tribhuvan” Sahkari University’s role in cooperative education, research, and training was also reviewed as a pivotal element in supporting these goals.

Whole-of-Government Approach

The committee concluded that successful implementation of the National Cooperation Policy-2025 will rely on a comprehensive approach involving active collaboration among the central government, states, and cooperative institutions. This cooperative spirit among different entities is expected to ensure a transformative impact on the cooperative sector, fostering a more vibrant and sustainable economic landscape in India.
