Indian Railways to Revamp Freight Transport with New Wagon Policy

The Hon’ble Prime Minister has consistently advocated for increasing the share of freight transportation in India via rail, highlighting its benefits as a greener and energy-efficient system. With Indian Railways nearing full electrification, this shift not only reduces reliance on imported diesel but also promotes environmental sustainability within the country.

During a recent review meeting, Union Railway Minister Shri Ashwini Vaishnaw discussed strategies to make Indian Railways the preferred choice for transporting various commodities. Present in the meeting were Minister of State for Railways Shri V. Somanna, Shri Ravneet Singh Bittu, Director General of RDSO (Research Designs and Standards Organisation), along with other senior railway officials.

As part of its commitment to fostering this shift, Indian Railways is engaging in extensive consultations with industries, trade associations, and significant freight customers. Feedback from industry representatives suggests that customizing wagon designs to fit the unique handling and transportation needs of various commodities could greatly enhance rail adoption.

The meeting acknowledged the success of specialized wagons developed for products like cement and salt. These wagons have streamlined loading, unloading, and transportation processes, affirming the necessity of aligning wagon designs with industry requirements. To build upon this success, Indian Railways will initiate comprehensive reforms in its Wagon Design Policy and aims to finalize a new policy within 15 days.

Shri Vaishnaw emphasized that stringent standards for design approval and prototype development will be implemented to ensure high-quality wagon production in India. The revamped policy will allow industries to customize wagon designs according to their specific operational demands. For example, transporting steel coils necessitates specialized binding arrangements and distinct loading systems. Under the new framework, industries will be empowered to propose their modifications in wagon design, while RDSO and the Chief Commissioner of Railway Safety (CCRS) will oversee wagon safety.

This significant reform is anticipated to spur innovation in wagon development and bolster the freight transport system of Indian Railways. By providing tailored commodity-specific transport solutions, the initiative aims to draw new freight streams, increase customer convenience, and significantly augment the rail sector’s share in national logistics.

The proposed Wagon Design Policy supports the broader vision of Green Railways and Green Logistics. Rail transport is approximately 90 percent more environmentally friendly than road transport, and with the ongoing electrification, enhanced rail-based freight movement promises to lower diesel dependence, cut logistics costs, reduce carbon emissions, and ultimately make essential goods more affordable for consumers.

Through this reform, Indian Railways is taking crucial strides toward establishing a modern, customer-centric, and innovation-driven freight transport system. It further emphasizes its dedication to fostering economic growth, enhancing environmental sustainability, and achieving the vision of Viksit Bharat.
