India Launches Major Biodiversity Conservation Initiative

The Union Ministry of Environment, Forest and Climate Change (MoEFCC) and the National Biodiversity Authority (NBA) have announced a groundbreaking five-year project aimed at enhancing grassroots biodiversity governance. This initiative, named ‘Strengthening Institutional Capacities for Securing Biodiversity Conservation Commitments,’ will empower local communities and institutions through the integration of biodiversity conservation into Gram Panchayat Development Plans (GPDPs). Funded by a USD 4.88 million grant from the Global Environment Facility (GEF) and the United Nations Development Programme (UNDP), the project will span from 2025 to 2030.

Focus Regions for Biodiversity Conservation

The project will focus on two ecologically significant landscapes: the Sathyamangalam region in Tamil Nadu and the Nokrek Biosphere Reserve in Garo Hills, Meghalaya. The Sathyamangalam landscape, situated at the intersection of the Western and Eastern Ghats, is home to the Mudumalai and Sathyamangalam Tiger Reserves. Here, local forest-fringe communities, recognized for their long-standing commitment to wildlife conservation, will play a vital role. Their extensive ecological knowledge will be incorporated into the GPDPs, ensuring biodiversity conservation is embedded in local governance.

In Meghalaya, the rich tapestry of wildlife in the Nokrek Biosphere Reserve, Balpakram National Park, and Siju Wildlife Sanctuary offers a perfect backdrop for community-driven conservation initiatives. These initiatives will be integrated into Village Employment Councils (VECs), which function similarly to gram panchayats, enhancing local engagement in environmental stewardship.

Key Objectives of the Project

One of the primary objectives of this initiative is to mainstream biodiversity into local developmental plans. The project aims to strengthen Panchayati Raj Institutions (PRIs) and Biodiversity Management Committees (BMCs), facilitating the establishment of multi-stakeholder platforms. These platforms will unite forest departments, revenue authorities, elected officials, and civil society to develop community-directed biodiversity plans.

Moreover, the project will promote innovative financing mechanisms, activating Access and Benefit Sharing (ABS) arrangements, corporate social responsibility (CSR) co-financing, and the creation of green micro-enterprises. These strategies are designed to generate sustainable livelihoods that directly reward communities for their conservation efforts.

A Bottom-Up Governance Approach

The governance framework of this initiative emphasizes a bottom-up approach, placing Panchayati Raj Institutions at the forefront of management. The project aligns with the Updated National Biodiversity Strategy and Action Plan (NBSAP 2024–2030), as well as international commitments such as the Kunming-Montreal Global Biodiversity Framework’s 30×30 target and India’s contributions to the Paris Agreement. Additionally, it supports the objectives laid out in Tamil Nadu Vision 2030 and Meghalaya Vision 2030.

This ambitious project adopts a ‘Whole-of-Government’ and ‘Whole-of-Society’ approach, ensuring broad participation from various sectors and communities, thereby enhancing the impact of biodiversity conservation efforts across the regions.
