India Launches Initiative to Boost Small Hydro Power Development
The Ministry of New and Renewable Energy (MNRE) of India hosted a National Workshop today aimed at advancing the Small Hydro Power (SHP) Development Scheme. This important event gathered stakeholders from various sectors, including government representatives, developers, and technical institutions, who are involved in the SHP industry.
In his opening remarks, Joint Secretary Shri Rajesh Kulhari emphasized the potential of the recently approved Small Hydro Power Development Scheme to harness India’s significant hydroelectric resources. He pointed out that SHP is a critical part of the nation’s renewable energy strategy, with the potential to enhance energy access, stimulate local economies, and promote sustainable development, especially in remote and hilly areas. He called for the active involvement of all stakeholders to ensure projects under the scheme are implemented swiftly and effectively.
Keynote Addresses Highlight Collaboration
Shri Akash Tripathi, Managing Director of the Solar Energy Corporation of India Limited (SECI), spoke at the workshop about the pivotal role that Small Hydro Power plays in India’s clean energy transition and the diversification of renewable resources. He stressed the need for strong collaboration among various agencies and stakeholders to guarantee the successful rollout of the new scheme. As the National Programme Implementing Agency, SECI is poised to facilitate eligible projects under the initiative.
A significant milestone of the workshop was the unveiling of the Small Hydro Power Development Scheme Guidelines for the fiscal years 2026-27 to 2030-31, led by Secretary Shri Santosh Kumar Sarangi. This new framework aims to install approximately 1,500 MW of additional Small Hydro Power capacity, backed by a financial allocation of ₹2,584.60 crore. The initiative will provide central financial assistance for various aspects of SHP projects, including the preparation of project reports and capacity-building programs.
Emphasis on Local Development and Energy Security
In his keynote address, Secretary Sarangi highlighted that exploiting India’s estimated 21 GW potential for Small Hydro Power is essential for enhancing energy security while promoting rural development and balanced regional growth. He urged close collaboration between central and state governments, financial institutions, and local communities, encouraging states to identify suitable project locations and streamline necessary approvals.
During the technical session, SECI officials offered insights into the Scheme’s guidelines, outlining eligibility criteria, financial support structures, and implementation strategies. Participants were informed about provisions designed to enhance project viability, particularly in the hilly and northeastern regions.
Introduction of Online SHP Portal
Additionally, the workshop featured a demonstration of the upcoming National Online SHP portal by officials from the National Informatics Centre (NIC) and MNRE. This digital platform is set to facilitate project implementation, ensuring transparency and real-time monitoring of activities under the Scheme.
The workshop concluded with an interactive session where stakeholders voiced their concerns and suggestions related to project allocation, clearances, and financial assistance. This dialogue generated valuable feedback for refining the implementation process. Joint Secretary Kulhari expressed gratitude to participants for their engagement, reaffirming MNRE’s commitment to promoting development in the Small Hydro Power sector across India.
All stakeholders left the workshop with a renewed commitment to harness the opportunities presented by the new Scheme, aiming towards sustainable growth in the Small Hydro Power industry as part of India’s broader renewable energy efforts.
