India Bolsters Global Anti-Terror Financing Efforts with Training Program

In a significant move to bolster global counter-terrorism measures, India hosted a pioneering Capacity Building Programme in New Delhi from April 21 to 22, 2025. This initiative, organized by the Department of Revenue in collaboration with the Ministry of External Affairs and the National Security Council Secretariat, aimed to enhance the capacities of representatives from Central Asian Republics (CARs) in combating the financing of terrorism (CFT) utilizing cryptocurrencies, crowdfunding, and nonprofit organizations.

This program underscores India’s dedication to international collaboration against terrorism financing, particularly addressing emerging threats facilitated by digital platforms and the misuse of social structures. Technical experts from various Indian agencies, including the Financial Action Task Force (FATF) Cell, the Financial Intelligence Unit India (FIU IND), and the National Investigation Agency (NIA), delivered specialized training sessions that covered key areas such as:

  • Detection and investigation of virtual asset misuse
  • Typologies on crowdfunding for extremist activities
  • Regulatory and financial intelligence frameworks for monitoring nonprofit organizations

The initiative also included hands-on sessions and closed-door consultations focusing on critical themes such as financial intelligence gathering in terrorism-related investigations and the risks associated with Virtual Asset Service Providers (VASPs). Participants tackled the exploitation of crowdfunding platforms, the financing of radicalization, and mechanisms for risk profiling of nonprofits, supported by case studies from Indian agencies like the FIU-IND, Enforcement Directorate (ED), and NIA.

Moreover, participants were provided with customized study materials designed to suit their home jurisdictions, ensuring the applicability of the knowledge gained during the training. While the sharing of expertise was limited to this training session, India aims to extend its cooperation to other regions grappling with similar terror funding challenges in the future.

In coordination with the Ministry of External Affairs (MEA), the Department of Revenue plans to organize similar capacity-building modules for BIMSTEC countries, contingent on diplomatic and operational arrangements. Furthermore, India actively participates in regional efforts to combat financing of terrorism through memberships in the Asian Pacific Group (APG) and the Eurasian Group (EAG), engaging with these bodies as necessary.
