India and Mauritius Enhance Cooperation in Public Service Training
In a significant meeting held at Kartavya Bhavan, the Minister of Public Service and Administrative Reforms from the Republic of Mauritius, Mr. Lutchmanah Raj Pentiah, engaged with India’s Union Minister of State for Science & Technology and Earth Sciences, Dr. Jitendra Singh. Accompanied by a high-ranking official delegation, the discussions centered on bolstering collaboration between India and Mauritius in public service, training, and capacity building. Both parties emphasized the need for sustained institutional engagement and expertise sharing.
Dr. Jitendra Singh highlighted the importance of expanding existing cooperation through comprehensive training opportunities. He called for stronger connections between public service institutions and the sharing of India’s rich experiences in governance, administrative reforms, and technology integration in public service delivery. “India and Mauritius share a special bond, deeply rooted in historical and cultural ties. Enhancing public administration capabilities presents a natural avenue for deepening our cooperation,” he stated.
Referencing Prime Minister Narendra Modi’s earlier commitment during his visit to Mauritius, Dr. Singh mentioned plans to train 500 Mauritian civil servants over five years via the National Centre for Good Governance (NCGG), with training already underway for the first batch in Mussoorie. This initiative could lay a strong foundation for ongoing partnerships between the public service sectors of both nations.
Strengthening Institutional Linkages
The meeting focused on developing robust institutional ties between ABVIPSI, Mauritius’s prominent public service training institute, and several leading Indian institutions such as the Lal Bahadur Shastri National Academy of Administration and the Indian Institute of Public Administration. Proposed collaborations include joint program design, faculty development, exchange of expertise, and collaborative research efforts.
Dr. Singh noted that the recently launched iGOT Karmayogi Mauritius platform is pivotal for digital learning and capacity enhancement among Mauritian public servants. He encouraged both countries to collaborate in curating educational resources that reflect Mauritian governance experiences.
The gathering included senior officials from both governments, representatives from ABVIPSI, and the High Commissioner of Mauritius to India, H.E. Mrs. Sheila Bappoo. Discussions also explored transferring civil service training to broader areas of professional development. The Indian Institute of Public Administration proposed collaborative programs in governance, leadership, and public policy for ABVIPSI faculty and Mauritius’s scientific community.
Future Collaborations
Mr. Pentiah expressed admiration for India’s ongoing support, seeking to enhance institutional cooperation further. He suggested that NCGG teams visit Mauritius to train both trainers and public servants to maximize the Karmayogi Bharat platform’s effectiveness. He noted that 85 Mauritian officials have successfully completed training through four missions and are eager for more programs in Mauritius.
The Mauritian Minister also called upon India to assist in establishing ABVIPSI as a center of excellence for public service innovation across the Indian Ocean and Eastern Africa. He proposed deeper academic collaborations and invited Indian institutions to participate in an international conference on good governance that Mauritius plans to host.
The two nations also discussed potential partnerships in emerging fields such as the Blue Economy, ocean technologies, and sustainable development. Specialized training programs and practitioner exchanges in these sectors could further strengthen India-Mauritius relations.
The discussions underscored a mutual commitment to enhance India-Mauritius cooperation in public administration and capacity building. By fostering long-term institutional relationships and continuous training efforts, the partnership aims to elevate public service capabilities in both countries.
