India and EU Finalize Historic Free Trade Agreement
In a significant development for international trade, India and the European Union (EU) have successfully concluded negotiations for a Free Trade Agreement (FTA). This marks a crucial milestone in strengthening one of India’s most strategic economic partnerships. The FTA is crafted to serve as a modern, rules-based trade framework, addressing contemporary global challenges while fostering deeper market integration between the world’s second and fourth largest economies.
Textile Trade Impact
The EU stands as India’s second-largest export destination for textiles and apparel, trailing only behind the United States. In 2024, the EU’s total global imports of textiles and apparel amounted to a staggering USD 263.5 billion, emphasizing the long-term growth potential for Indian textile exporters in this lucrative market. Over the past five years, India’s textile exports to the EU have witnessed robust growth, showcasing a diverse range of products, particularly in value-added and labor-intensive segments. Ready-Made Garments (RMG) dominate these exports, accounting for approximately 60%, followed by cotton textiles (17%), and man-made fiber textiles (12%). Additionally, handicrafts, carpets, and jute products contribute significantly to the volume, underscoring the labor-intensive nature of India’s textile trade with Europe.
Benefits of Zero Duty Access
The new FTA promises zero duty access in textiles and clothing, which will cover all tariff lines and reduce tariffs by as much as 12%. This pivotal access opens the door to the EU’s INR 22.9 Lakh Crore (USD 263.5 billion) import market. For India, which has reported total textile and apparel exports worth INR 3.19 Lakh Crore (USD 36.7 billion)—including INR 62.7 Thousand Crore (USD 7.2 billion) to the EU—this agreement presents vast opportunities. It is particularly poised to benefit sectors such as yarn, cotton apparel, and home textiles, allowing Micro, Small, and Medium Enterprises (MSMEs) to scale operations, generate employment, and enhance India’s status as a reliable, sustainable, and high-value sourcing partner.
Addressing Competitive Disparities
The FTA also aims to rectify India’s long-standing tariff disadvantages compared to competitors like Bangladesh, Pakistan, and Turkey. By enhancing price competitiveness and enabling broader market access, this agreement is expected to boost the labor-intensive sectors of textiles and apparel, particularly in one of the most discerning consumer markets globally.
The textile sector plays a crucial role in India’s economy, employing approximately 45 million people directly. The enhanced access to the EU market is anticipated to stimulate production and increase employment opportunities across labor-intensive MSME clusters. Furthermore, the FTA encourages investment, facilitates technology transfer, and promotes sustainability, particularly in technical textiles and green manufacturing to meet EU standards.
Expanded Market Access for Crafts and Furnishings
Additionally, the agreement will reduce duties on home décor, wooden crafts, and furniture by up to 10.5%, making Indian products more competitive in the global market. This will aid in the growth of high-value, design-oriented segments within the furniture supply chains.
India’s textile exports to the EU come from a broad manufacturing base, with textiles and apparel originating from 342 districts nationwide. This FTA is expected to significantly bolster the textile sector’s ecosystem by enhancing market access and supporting employment across various clusters.
Beyond Tariff Reduction
In addition to facilitating tariff reductions, the India-EU FTA incorporates comprehensive measures aimed at addressing non-tariff barriers through improved regulatory cooperation, customs facilitation, and greater transparency. This agreement, along with India’s existing FTAs with the UK and EFTA, is set to unlock the European marketplace for Indian businesses and exporters.
Aligned with India’s vision of “Viksit Bharat 2047,” the FTA with the EU reinforces shared values and innovation, positioning India as a trusted and competitive global hub for textiles and apparel. It lays the groundwork for inclusive growth that is both resilient and future-ready for India and the European Union.
