India Aims for Top 10 Global Sports Status by 2036
The Indian government is taking bold steps to elevate the nation’s sporting stature on the global stage by 2036, aspiring to break into the top ten sporting nations. The Department of Sports has identified the enhancement of sports administration capabilities as critical to this vision, leading to the formation of a specialized Task Force chaired by Olympic gold medallist Abhinav Bindra. This Task Force has recently submitted a comprehensive report that outlines recommendations aimed at developing professional and accountable sports administrators.
Task Force Recommendations for Enhanced Sports Governance
The report from the Task Force emphasizes the necessity of establishing a National Council for Sports Education & Capacity Building (NCSECB). This proposed autonomous body under the Ministry of Youth Affairs and Sports would serve to regulate, accredit, and certify training for sports administration. The vision is clear: to create a robust framework that nurtures capable administrators who can effectively manage India’s sports policies.
Implementing a Capability Maturity Model
Among the key recommendations is the introduction of a five-level Capability Maturity Model (CMM) designed to serve as both a diagnostic and planning tool. This model aims to assess and improve the institutional maturity of organizations such as the Sports Authority of India (SAI), National Sports Federations (NSFs), and State Departments. With a focus on curriculum adoption, digital readiness, and athlete pathways, this initiative seeks to facilitate evidence-based monitoring and targeted interventions.
Training Integration for Government Officials
The Task Force report advocates for the inclusion of specialized sports governance training modules within the induction and advanced training of Indian Administrative Service (IAS) and State Civil Service officers. This effort aims to align their roles more closely with the execution of sports policies while fostering practical applications of the training.
Assessment of Current Sports Administration
The Department of Sports is currently assessing these recommendations. In an effort to professionalize the sporting ecosystem, reforms have already begun. Changes initiated in May 2025 now allow NSFs to allocate up to 10% of their funding for administrative manpower, ensuring adequate professional staffing and technical support. Moreover, up to 2.5% of the NSFs’ annual budget can be used for legal and administrative operations, signaling a significant move towards enhanced operational effectiveness.
Long-Term Vision for Sporting Success
These reforms reflect the government’s commitment to establishing a governance framework that prioritizes athletes and positions India for sustained success in sports leading up to and beyond the 2036 goals.
