Impact of US-Iran Conflict: India Urges Refiners to Increase LPG Production to Prevent Cooking Gas Shortage
The ongoing conflict in the Middle East, particularly the tensions involving the US, Israel, and Iran, has prompted the Indian government to activate emergency measures to ensure a steady supply of liquefied petroleum gas (LPG). As the world’s second-largest LPG importer, India relies heavily on imports, with approximately two-thirds of its LPG demand met from abroad. In response to potential supply disruptions, the government has directed domestic refiners to ramp up production and prioritize LPG output to safeguard against shortages.
India Moves To Step Up LPG Output

The government aims to ensure that state-run refiners, including Indian Oil Corporation, Hindustan Petroleum Corporation, and Bharat Petroleum Corporation, can maintain uninterrupted distribution to the nation’s 332 million active LPG consumers.
This shift in focus towards LPG production may impact the output of alkylates, which are essential components in gasoline blending. Companies like Reliance Industries Ltd, which previously exported around four alkylate cargoes monthly, could see their production affected due to the compulsory diversion of propane and butane. Additionally, refiners have been instructed not to use these materials for petrochemical manufacturing, which could further squeeze profit margins for companies producing higher-value products like polypropylene.
India Eyes Alternative LPG & LNG Sources
To mitigate the risks associated with the current geopolitical climate, India is exploring alternative sources for LPG and liquefied natural gas (LNG). Reports indicate that the Indian government has approached the United States to secure maritime insurance for vessels transporting oil from the Middle East. This initiative aims to stabilize energy supplies and ensure that the country can maintain its energy needs beyond its existing reserves.
Discussions are ongoing with leading producers and trading firms to secure additional supplies of crude oil, LPG, and LNG. An official noted that the Indian government is in contact with US authorities to obtain coverage from the International Development Finance Corporation for vessels transiting the Strait of Hormuz. However, the establishment of a fund worth several hundred million dollars is necessary before the IDFC can provide such coverage. The insurance premium would be the responsibility of the parties involved in the cargo contracts.
In addition to seeking maritime insurance, India is negotiating with suppliers like Sonatrach and the Abu Dhabi National Oil Company, as well as global trading houses such as TotalEnergies, Vitol, and Trafigura, to secure more oil and gas shipments. This proactive approach reflects India’s commitment to ensuring energy security amid rising global tensions.

The government’s emergency measures come at a time when LPG remains the primary cooking fuel for millions of households across India. With the Middle East supplying approximately 85 to 90 percent of India’s LPG imports, any disruption in this supply chain could have significant repercussions for domestic consumers.
