Government Supports Ex-Servicemen with Comprehensive Resettlement Schemes

In an effort to uplift and support India’s ex-servicemen, the Directorate General Resettlement (DGR) has rolled out a range of rehabilitation and resettlement programs. With data from 2024-25 highlighting a total of 28,31,109 ex-servicemen in the country, these initiatives aim to facilitate their transition to civilian life through various employment and training opportunities.
The DGR’s comprehensive schemes include the DGR Sponsored Security Agency Scheme, which engages ex-servicemen in private security roles across Central Public Sector Enterprises and corporate houses. Additionally, the DGR Technical Service Scheme enables ex-servicemen to provide skilled technical services to governmental establishments.
Another notable program, the ESM Coal Loading And Transportation Scheme, specifically assists officers, although its current status is under review due to a dispute following Coal India Ltd’s withdrawal from their memorandum of understanding from 2013. This program is complemented by the Tipper Attachment Scheme, aimed at junior commissioned officers (JCOs) and other ranks, as well as widows and disabled soldiers, ensuring inclusivity within the support framework.
Among the initiatives, the DGR also facilitates opportunities for ex-servicemen in the management of retail outlets and petrol stations, as well as providing eligibility for LPG and distributorships through oil companies. The recent launch of the Pradhan Mantri Bhartiya Janaushadhi Pariyojna scheme further establishes generic medicine pharmacies, ensuring access to affordable medication.
Furthermore, the DGR is dedicated to enhancing the skill sets of retiring and retired personnel. During the fiscal year 2024-25, a total of 11,589 individuals have benefited from resettlement training and skill development courses offered by the DGR. This training aims to empower ex-servicemen with the necessary skills for seamless integration into civilian jobs.
The Ex-servicemen Contributory Health Scheme (ECHS) plays a pivotal role in providing quality healthcare services to ex-servicemen and their dependents. With 427 polyclinics across India and additional facilities in Nepal, the ECHS has expanded its reach by establishing new polyclinics in previously underserved districts, ensuring better access to medical care for veterans.
These initiatives were elaborated in a recent written reply in the Rajya Sabha by Raksha Rajya Mantri Shri Sanjay Seth, reflecting the government’s commitment to supporting those who have served the nation. In total, 67,316 ex-servicemen benefited from various employment and self-employment schemes provided by the DGR.
