Government Prioritizes Domestic Production of PNG, CNG, and LPG Amidst Industry Challenges
Facing a significant shortage of liquefied natural gas (LNG), the Indian government has invoked the Essential Commodities Act of 1955 to reallocate gas supplies. This decision includes a reduction in gas allocations for the fertilizer and industrial sectors while prioritizing domestic piped natural gas (PNG), compressed natural gas (CNG) for transportation, and liquefied petroleum gas (LPG) production. The move comes amid ongoing supply challenges, particularly from Qatar, which has been a major source of LNG for India.
Government’s Response to LNG Shortage
In light of the LNG crunch, Prime Minister Narendra Modi convened a meeting with key ministers, including Petroleum Minister Hardeep Puri and External Affairs Minister S. Jaishankar, to assess the situation and its implications for energy supplies. This urgent response follows a recent assertion from the petroleum ministry that gas supplies were stable, despite the ongoing outages in Qatar. During a Cabinet meeting, Modi directed his colleagues to evaluate the situation within their respective ministries and engage with stakeholders to mitigate the impact of the West Asia conflict on the Indian populace.
The government has decided to allocate 70% of the average gas consumption over the past six months to fertilizer units, many of which are facing shutdowns. Industrial units will receive 80% of their average consumption during the same period. This strategic reallocation aims to ensure that essential sectors receive the necessary gas supplies while managing the overall shortage.
Negotiations for Alternative LNG Sources
The government is actively exploring alternative routes for LNG imports as part of its strategy to address the supply crisis. The notification issued by the government indicates that gas for priority sectors will be secured through a combination of full or partial reductions in gas supplied to petrochemical facilities and power plants. Additionally, gas allocations to refineries will be cut to 65% of their requirements.
India relies heavily on imports for its natural gas needs, with approximately half of its daily requirement of 190 million standard cubic meters being imported. A significant portion of this LNG is sourced from Qatar and the UAE, but the Strait of Hormuz has been effectively closed to vessel movement for nearly ten days, complicating supply logistics. In response, refiners have resorted to spot purchases to meet their immediate needs.
Ensuring Availability of Essential Commodities
The government’s decision to classify PNG and CNG as priority sectors stems from their critical role in the daily lives of millions of Indians. The Essential Commodities Act has been invoked to ensure that these fuels remain available, alongside LPG production. While these fuels are also essential for various industries, including fertilizers, petrochemicals, and power generation, the government has deemed it necessary to regulate their production and allocation to ensure equitable distribution.
To manage the supply of natural gas effectively, GAIL (India) will work in coordination with the Petroleum Planning and Analysis Cell. The government is also conducting inter-ministerial consultations to keep the prices of essential commodities stable, leveraging its buffer stock of rice, pulses, and other items to mitigate any potential inflationary pressures.

Ministries such as shipping and road transport are actively engaging with stakeholders to address concerns arising from the LNG shortage.
