Government Enhances Drug Control Measures Across India

The Indian government has strengthened its efforts to combat drug trafficking through enhanced coordination among various agencies. Utilizing the Narco-Coordination (NCORD) mechanism, the government aims to streamline collaboration among Central Ministries, State Governments, and enforcement agencies. This initiative focuses on monitoring drug trafficking, regulating precursor diversion, reducing demand, and facilitating rehabilitation, leading to improved outcomes in enforcement and intelligence sharing.

Active across multiple levels, NCORD has convened nine Apex meetings and six Executive meetings to refine policies and enhance inter-ministerial collaboration. Additionally, a significant number—over 12,700 District NCORD meetings has taken place nationwide, enabling coordinated operations and sharing vital intelligence to tackle drug trafficking at the grassroots level.

Inter-Agency Coordination Efforts

The government has initiated several measures to bolster inter-agency cooperation involving the Narcotics Control Bureau (NCB), State Anti-Narcotics Task Forces (ANTFs), and Border Guarding Forces. Notable steps include the establishment of Anti-Narcotics Task Forces in all States and Union Territories, which serve as NCORD secretariats for local enforcement.

A Joint Coordination Committee has also been formed to oversee significant drug seizure investigations at both the Central and State levels. The NCB collaborates with multiple agencies, including the Navy and Coast Guard, to enhance joint operations against drug trafficking.

To address the threats posed by the Darknet and cryptocurrency, a specialized task force has been established. This task force focuses on monitoring platforms facilitating narco-trafficking and maintaining an updated database on drug networks.

Modernization and Digital Initiatives

In a bid to improve operational efficiency, the NCB has set up Zonal Units in strategic border areas and established Field Units in several locations across India. This effort aims to enhance real-time intelligence sharing and foster effective coordination.

A significant advancement is the introduction of the National Integrated Database on Arrested Narco-Offenders (NIDAAN). This centralized digital database provides comprehensive information on drug offenders, including identity details and case particulars, helping law enforcement agencies in their operations.

Community and Rehabilitation Efforts

Recognizing the importance of demand reduction, the Ministry of Social Justice and Empowerment is leading initiatives like the Nasha Mukt Bharat Abhiyaan (NMBA) and the National Action Plan for Drug Demand Reduction (NAPDDR). These programs aim to raise awareness, support rehabilitation, and provide assistance to those affected by substance abuse.

The government has reached more than 258 million individuals through NMBA and has established numerous rehabilitation facilities across the country. Furthermore, a toll-free helpline and various community-based initiatives have been launched to assist individuals seeking help with addiction.
