Government Boosts Defence with Enhanced Financial Powers
In a landmark move to bolster the operational capabilities of the Indian armed forces, Defence Minister Rajnath Singh unveiled the revised Delegation of Financial Powers for Defence Services on June 4, 2026, in New Delhi. The revisions entail a staggering increase in financial powers of up to 100%, and in some instances, even more than double. This significant enhancement is set to revolutionize the way field commanders operate, allowing for quicker contract completions and swifter project executions.
The revamped financial powers particularly focus on indigenous capabilities, with substantial increases in funds allocated for indigenisation and Research & Development within the military sector. This strategic shift is aimed at enhancing Aatmanirbharta in defence, thereby reducing reliance on foreign equipment manufacturers. The new financial provisions enable the procurement of over Rs 1.25 lakh crore through the revenue route, leveraging current budget allocations.
Significant Delegation Increases
Army, Air Force, and Naval commanders are set to benefit from a substantial uptick in special financial powers, complemented by a total ceiling increase addressing urgent operational needs. The revised delegation not only expands immediate access to funds but also introduces new protocols that promote Joint Service procurement. The Lead Service will enjoy a higher delegation than traditional procurement routes, reflecting a concerted effort to harmonize operations across branches of the military.
Context for Revision
The last notification concerning financial powers was issued in 2021. The necessity for this latest revision arose from an expanded force level and an increased operational expenditure resulting from the elevated budgetary allocations. This updated delegation aligns with the recently updated Defence Procurement Manual, which was announced in October 2025. Together, these reforms are anticipated to accelerate defence procurement processes and ensure timely resource availability that meets the Defence Forces’ needs.
High-ranking officials present at the announcement included Chief of Defence Staff General NS Raja Subramani, Chief of the Army Staff General Upendra Dwivedi, Chief of the Naval Staff Admiral Krishna Swaminathan, Defence Secretary Shri Rajesh Kumar Singh, and other senior military and government leaders.
