Engaging Youth Through the NYPS Portal
The National Youth Parliament Scheme (NYPS) portal, launched on November 26, 2019, marks a significant step in promoting democratic values among the youth of India. The initiative was inaugurated by former President Ram Nath Kovind during the 70th anniversary of the adoption of the Indian Constitution, known as ‘Samvidhan Diwas.’ This event took place in the Central Hall of Parliament House, New Delhi, and was attended by key figures, including the Chairman of the Rajya Sabha, the Speaker of the Lok Sabha, the Prime Minister, and various ministers and members of Parliament. The NYPS portal aims to enhance the outreach of the Youth Parliament program, allowing students from educational institutions across the country to engage with the democratic process.
Objectives of the NYPS Portal
The primary goal of the NYPS portal is to foster a deeper understanding of democratic values among young citizens. By providing a platform for students to participate in Youth Parliament sittings, the initiative encourages them to engage with the principles of democracy actively. Initially, the portal was accessible only to recognized educational institutions, enabling students to connect with the democratic process. The portal can be accessed at NYPS Portal.
To facilitate self-learning, the portal offers a range of resources, including guidelines, training modules, literature, video tutorials, and sample scripts. These materials help participants prepare for their sessions and understand the workings of Parliament. After registering, participants can conduct Youth Parliament sittings, either physically or virtually. They can upload reports, photos, and videos of their sessions, which allows them to receive certificates of participation. The portal also supports multiple registrations from each institution, enabling various teams of students to participate.
Launch of NYPS 2.0
On September 11, 2024, the NYPS 2.0 was launched by Union Minister of Parliamentary Affairs, Shri Kiren Rijiju. This updated version aims to broaden the participation of citizens in the Youth Parliament initiative. NYPS 2.0 introduces three categories of participation: Institution Participation, Group Participation, and Individual Participation. This expansion allows a wider audience to engage with the democratic process.
Under Institution Participation, educational institutions can conduct Youth Parliament sittings. There are two categories for students: Kishore Sabha for classes VI to XII and Tarun Sabha for undergraduate and postgraduate students. Each institution’s head or teacher in charge receives a ‘Certificate of Appreciation,’ while every participating student earns a ‘Certificate of Participation.’ Institutions can also form multiple teams for registration.
Participation Opportunities for Citizens
The NYPS portal provides various avenues for citizens to engage with the democratic process. Group Participation allows citizens to form formal or informal groups to conduct Youth Parliament sittings. The leader of the group receives a ‘Certificate of Appreciation,’ and all participants earn a ‘Certificate of Participation.’ This flexibility encourages community involvement and collaboration.
Individual Participation offers citizens the chance to take part in a quiz themed “Bharatiya Democracy in Action.” Participants can access video tutorials and content related to the Constitution of India and the workings of Parliament. After reviewing the materials, they can attempt a quiz consisting of ten questions. A participant who answers at least six questions correctly receives a ‘Certificate of Participation.’ Those who do not meet this threshold can re-attempt the quiz, promoting continuous learning.
Since its inception, the NYPS portal has seen participation from over 100,000 students, reflecting its success in engaging youth across the nation. As India celebrates ‘Samvidhan Diwas’ each November 26, the NYPS initiative aligns with the Prime Minister’s vision of fostering youth engagement in the democratic process, ultimately strengthening the roots of democracy in the country.
