Enforcement Task Force Reports Violations in NCR Air Quality Efforts
The 130th meeting of the Enforcement Task Force (ETF) of the Commission for Air Quality Management in the National Capital Region (NCR) took place on May 4, 2026. The meeting was convened to discuss the findings from enforcement actions and inspections conducted over the reporting period from April 11 to April 28, 2026. During this time, the ETF focused on addressing air quality issues through rigorous inspections across various sectors.
In an 18-day span, the Commission’s Flying Squads conducted a total of 174 inspections. Key sectors targeted included Construction & Demolition (C&D) sites, where 26 inspections were carried out, and the Industrial Sector, with 40 inspections. The enforcement team also focused on Diesel Generator (DG) sets, completing 108 inspections in this area. The findings revealed 61 violations, including 12 from C&D sites, eight from the industrial sector, and a significant 41 associated with DG sets.
Proposed Actions Following Inspections
As a result of the reported violations, the ETF proposed several enforcement actions. These included the closure of six units and projects, sealing 31 DG sets, issuing six Show Cause Notices (SCNs), and imposing Environmental Compensation (EC) in 11 individual cases. Moreover, one case has been recommended for prosecution under Section 14 of the CAQM Act, while several other cases were sent back to the Central and State Pollution Control Boards for further examination.
Review of Past Actions and Enforcement Focus
During the meeting, the Task Force also reviewed actions taken since its last gathering on April 17, 2026. A total of 66 Closure, SCN, Sealing, and EC letters were issued, breaking down to six from the industrial sector, 22 from C&D sites, and 38 related to DG sets. Additionally, 16 orders were granted for resumption upon verifying compliance.
The ETF underscored the importance of focused enforcement efforts in priority areas such as DG sets, construction activities, industrial emissions, and road dust management. It was highlighted that enhancing inter-agency coordination and ensuring timely follow-up actions are crucial for achieving effective air quality compliance.
Ongoing Enforcement Status
As of May 4, 2026, a cumulative total of 27,008 units, projects, and entities have been inspected by the Commission’s Flying Squads. Out of these inspections, 1,779 Closure Directions were issued. After compliance checks, 1,365 orders for resumption have been granted. Furthermore, 123 cases were sent to the relevant State Pollution Control Boards for final decisions, while 291 entities are still under review for consideration of resumption orders.
The Commission reiterated its commitment to robust enforcement, the improvement of data integrity, and strict adherence to environmental norms, all aimed at effectively combating air pollution across the NCR. The meeting placed continued emphasis on enhancing inspection efficiency, ensuring accountability at all levels, and expediting necessary enforcement actions.
