Empowering Women in STEM: Government Initiatives Highlight Progress
Recent statistics from the All-India Survey on Higher Education (AISHE) 2021-22 reveal that women comprise 43% of total enrollment in Science, Technology, Engineering, and Mathematics (STEM) disciplines in higher education across India. However, a report from the Department of Science and Technology (DST) indicates that women represent only 18.6% of the STEM workforce involved in research and development (R&D) activities. The report highlights a significant gap that the government is actively working to address.
Efforts to Reduce Dropout Rates
To tackle the dropout rate of girls and women in STEM education, the government has introduced targeted initiatives aimed at addressing personal and social challenges. Scholarships, fellowships, and internships spanning from school levels to post-doctoral studies are part of various schemes, including Vigyan Jyoti, WISE-Doctoral of Philosophy (PhD), WISE-Post Doctoral Fellowship (PDF), and Women’s Instinct for Developing and Ushering in Scientific Heights & Innovation (WIDUSHI). These programs are designed to alleviate financial obstacles and promote sustained participation and advancement in STEM careers.
Promoting Re-Entry and Leadership
In addition to these initiatives, the government is focusing on career development and placement opportunities specifically for women in STEM. The WISE-KIRAN scheme aims to enhance the participation of women in R&D within science and technology domains. It particularly benefits those who have taken career breaks, providing them with opportunities for research in both basic and applied sciences and offering specialized training in Intellectual Property Rights (IPR).
Specialized Training and Fellowship Programs
One significant component of WISE-KIRAN is the WISE-IPR initiative, which offers one-year training programs aimed at women scientists and technologists aged 25 to 45. The program seeks to create a skilled cohort well-versed in IPR laws and management. Furthermore, leadership development programs are tailored for women scientists in the early and mid-career stages, aimed at enhancing their leadership skills and fostering professional growth.
Support from Biotechnology and Research Councils
Complementing these efforts, the Department of Biotechnology offers the Biotechnology Career Advancement and Re-orientation (BioCARe) Fellowship to assist women in re-entering and maintaining their careers in the biotechnology sector. The Council of Scientific and Industrial Research (CSIR) also launched ASPIRE, a special call for research grants directed at women scientists, in 2023, aiming to bolster women-led research initiatives and promote their career advancement throughout the nation.
This information was presented by Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science & Technology, during a written response in the Rajya Sabha, underscoring the government’s commitment to fostering gender diversity in STEM fields.
