Empowering Local Governance: National Workshop on Panchayat Development Plans Kicks Off

A two-day National Workshop organized by the Ministry of Panchayati Raj commenced today in New Delhi, focusing on the Preparation of Panchayat Development Plans (PDPs). The event featured the launch of the **People’s Plan Campaign (PPC)** booklet for the 2026-27 PDPs, the **Report of the Committee on Enhancing the Quality of Gram Panchayat Development Plan (GPDP)**, and an upgraded eGramSwaraj planning portal. This workshop aims to enhance participatory planning and improve the quality of Panchayat development plans, making them more effective, inclusive, and results-driven.

This significant gathering brought together senior officials from Central Ministries, representatives from Panchayati Raj Departments and SIRD&PRs, Panchayat functionaries, and other vital stakeholders from around the nation.

Key Messages from Officials

In his keynote address, Shri Vivek Bharadwaj, Secretary of the Ministry of Panchayati Raj, highlighted the importance of focusing on quality outcomes within the Gram Panchayat Development Plans. He urged participants to view GPDPs as essential tools for real grassroots change, rather than just compliance exercises. Shri Bharadwaj emphasized that effective planning for asset creation through GPDPs could minimize resource wastage. He also discussed the need for a stronger emphasis on sustainability, specified institutional responsibilities, and efficient resource utilization while leveraging digital platforms to ensure long-term service delivery.

Shri Ashok K.K. Meena, Secretary of the Department of Drinking Water and Sanitation, addressed the significance of the Jal Jeevan Mission and Swachh Bharat Mission (Grameen) in building robust infrastructure nationwide. He pointed out that the next step is to ensure sustained operations and maintenance of these facilities, positioning Gram Panchayats as key players due to their understanding of local needs. Shri Meena also underscored the necessity of creating dynamic and outcome-oriented GPDPs that integrate resource management, asset maintenance, and enhanced accountability through digital tools.

Challenges and Opportunities

Additional Secretary Shri Sushil Kumar Lohani discussed the evolving nature of GPDP, calling for a focus on quality-oriented planning. He addressed common challenges such as funding duplication and lack of coordination between Central and State schemes, which can hamper optimal outcomes. Notably, he reported an 84 percent increase in allocations to Rural Local Bodies under the 16th Finance Commission, reiterating that Central grants should complement rather than replace State Finance Commission flows and Local Bodies’ own revenue.

Joint Secretary Ms. Mukta Shekhar summarized the 16th Finance Commission grants framework, which allocates ₹4.35 lakh crore to Rural Local Bodies for 2026-31. She linked these funds to Panchayat Development Plans to cater to local priorities, while also outlining crucial action points for States, such as adopting the eGramSwaraj portal and enhancing transparency and accountability through improved reporting.

Workshop Highlights

The first day included technical sessions addressing strategic methods for preparing high-quality thematic PDPs, understanding the conditionalities of the 16th Finance Commission’s untied grants, and integrating the Village Poverty Reduction Plan into GPDPs. Participants engaged in hands-on training with the revamped eGramSwaraj portal and Gram Manchitra. Day two promises further insights with presentations focusing on the integration of the Panchayat Advancement Index into evidence-based planning and sharing experiences of GPDP preparations from various States and Union Territories.
