Empowering India’s Micro Food Sector with PMFME Scheme
The Indian government has made significant strides in supporting micro food processing enterprises through the Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) Scheme, launched in June 2020. This initiative aims to uplift the largely informal food processing sector by addressing critical challenges such as access to credit, technology upgrades, marketing connections, and capacity building.
With the PMFME Scheme being demand-driven, the primary hurdle remains the generation of complete applications from prospective entrepreneurs. To tackle this, the government has created Model Detailed Project Reports (DPRs) for food processing projects, developed in partnership with the National Institute of Food Technology Entrepreneurship and Management (NIFTEM). These DPRs are readily available on the scheme’s portal, simplifying access for potential applicants. Additionally, District Resource Persons (DRPs) have been appointed across various districts by state implementing departments to assist entrepreneurs throughout the seamless online application process.
Broad Banking Support and Training Programs
To ensure maximum public access, a diverse network of banks is participating in the implementation of the PMFME Scheme, including 12 nationalized banks, 20 private banks, and 165 other financial institutions. The scheme also provides training under the Entrepreneurship Development Program (EDP) through State Level Technical Institutes (SLTIs). This training not only focuses on entrepreneurship development but also aids applicants in crafting comprehensive project proposals, thereby enhancing their chances of securing financial backing from banks.
The government has designated 1% of the budget at the state level for raising awareness about the scheme through various communication channels, and regular reviews with State and UT Governments, as well as participating banks, are held to enhance scheme performance.
Operational Incubation Centers and Capacity Building
As part of the PMFME initiative, 76 incubation centers have been approved, with 21 currently operational. The scheme provides financial support of 35% of eligible project costs for establishing Common Facility Centers (CFCs) to Farmer Producer Organisations (FPOs), Self Help Groups (SHGs), cooperatives, and government agencies. These centers are designed to support a variety of food processing activities and can be hired by other units, significantly enhancing local infrastructure.
Under the PMFME Scheme, training for beneficiaries engaged in micro food processing is ensured through a network of certified trainers. Master Trainers, trained by NIFTEM and certified by the Food Industry Capacity and Skill Initiative (FICSI), play a crucial role in this effort. They provide training to district-level trainers, who are also certified, ensuring consistency and quality across training programs.
Continuous Learning and Future Prospects
The curriculum for training is continuously updated based on feedback from states and stakeholders, with NIFTEM also conducting national webinars on food technology and related subjects for micro food processing entrepreneurs. By October 31, 2025, NIFTEM aims to have developed 779 training modules, alongside numerous presentations, videos, DPRs, and handbooks, to promote continuous learning.
Looking ahead, the PMFME Scheme plans to expand incubation facilities in areas with high demand, contingent upon state proposals. The scheme also fosters collaborations with technical institutions, agricultural universities, and industry bodies to enhance technology transfer and product development.
