Empowering Communities: Chintan Shivir Set for April 2026

The Ministry of Social Justice and Empowerment is set to host a three-day Chintan Shivir in Chandigarh from April 24 to 26, 2026, focusing on the theme “Antyodaya ka Sankalp, Amrit Kaal ka Pratibimb – Viksit Bharat @2047.” This initiative reflects the Ministry’s dedication to inclusive empowerment, aligned with the vision of a developed India by 2047.
The Chintan Shivir aims to enhance the execution of social justice programs, improve last-mile delivery of essential schemes, and create a practical roadmap for the sustainable empowerment of marginalized communities. Union Minister for Social Justice and Empowerment, Dr. Virendra Kumar, will lead the inaugural session, accompanied by Ministers of State Shri B. L. Verma and Shri Ramdas Athawale, along with officials from various States and Union Territories.
Showcasing Key Initiatives
The event will kick off with an exhibition showcasing the Ministry’s flagship initiatives. Among the highlights, several key digital and policy initiatives, such as the SAMAVESH portal, NMBA 2.0 App, SETU App, and SMILE App, will be unveiled. A book on Minimum Standards for Dementia Care Homes and Model Guidelines for Beggar Homes is also set for release. Additionally, Memorandums of Understanding (MoUs) will be signed between the National Institute of Social Defence and various universities and institutions.
Focused Discussions for Development
Throughout the three days, attendees will engage in structured thematic discussions and breakout sessions. On April 25, topics will include scholarship delivery and educational access, the Nasha Mukt Bharat ecosystem, dignity in sanitation work, senior citizen care, and support for children with disabilities. The following day, April 26, will focus on socio-economic development in specific areas, the inclusion of marginalized communities, financial empowerment, and enhanced access and certification for persons with disabilities.
Each breakout group will assess the current state of implementation, identify gaps, and exchange best practices and innovative solutions. They will provide short-, medium-, and long-term recommendations with specific timelines. A standard operating procedure has been designed to ensure structured, evidence-based, and outcome-driven discussions.
A Collaborative Platform for Change
The Chintan Shivir aims to serve as a collaborative platform for States and Union Territories to share successful models and strengthen coordination. Anticipated outcomes are expected to contribute to a reform agenda centered on convergence, digital innovation, and enhanced governance within social justice initiatives.
Discussions will culminate in a clear roadmap to bolster India’s social justice framework, emphasizing improved coordination, community engagement, and technology-enabled service delivery. A press briefing will take place on the final day to announce key outcomes and propose a way forward.
