Deputy Special Coordinator Urges Security Council to Halt Violence
As the United Nations Security Council convened following the recovery of the last Israeli hostage’s body from Gaza, a UN Middle East peace expert emphasized the urgent need to strengthen the fragile ceasefire. Ramiz Alakbarov, the Deputy Special Coordinator for the Middle East Peace Process, expressed concern over escalating violence and settlement activities in the occupied West Bank. He highlighted the humanitarian challenges faced by Palestinians and the ongoing military operations despite the ceasefire, underscoring the complexities of achieving lasting peace in the region.
Ceasefire and Humanitarian Challenges
Alakbarov expressed hope that the return of Ran Gvili’s body would foster healing in Israel. He noted that the initiation of the second phase of the United States’ 20-point Comprehensive Plan is crucial for solidifying the ceasefire in Gaza. This phase includes the establishment of various bodies aimed at managing peace efforts, such as the National Committee for the Administration of Gaza. However, he pointed out that the Israeli military continues its operations, with airstrikes and shelling reported across Gaza, resulting in significant casualties, including many women and children.
The humanitarian situation remains dire, with farmers struggling to obtain seeds and families facing hardships as they attempt to secure makeshift shelters. Alakbarov described the ongoing challenges to humanitarian work, which are exacerbated by insecurity, customs clearance issues, and limited access routes. These obstacles hinder the delivery of essential aid to those in need, further complicating the already fragile situation in the region.
Escalating Violence in the West Bank
The West Bank has witnessed a surge in Israeli military operations, settler violence, and the arrest of Palestinians, including minors. Alakbarov highlighted that the expansion of settlements and the declaration of state land are severely restricting Palestinian access to land. He warned that these actions are fragmenting the territory and undermining the prospects for a two-state solution.
Additionally, he raised alarms about the pressure faced by the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), which has experienced forcible entries and demolitions at its headquarters in East Jerusalem. Alakbarov noted that Israeli officials have made alarming calls for the annihilation of UNRWA staff, further complicating the humanitarian landscape. He also pointed out that Israel is withholding nearly $2.5 billion in Palestinian clearance revenue, which could significantly impact the Palestinian economy and humanitarian efforts.
International Responses and Future Prospects
During the meeting, the U.S. delegate highlighted the establishment of the Board of Peace, which aims to facilitate the transition to the second phase of the U.S. 20-point plan. The delegate emphasized the achievements of the first phase, including the ceasefire, aid delivery, and the return of hostages. The second phase is expected to focus on the demilitarization and reconstruction of Gaza. However, the U.S. representative warned that assistance must not lead to dependency and that Hamas and other militant groups must disarm to ensure lasting peace.
Israel’s representative reiterated the country’s commitment to its goals, emphasizing the need for Hamas to be disarmed. He pointed out that despite the return of hostages, Hamas remains heavily armed, posing a threat to future stability. The Israeli government has taken steps to facilitate aid into Gaza, but the representative stressed that complete disarmament of Hamas is essential for a peaceful resolution.
Calls for a Comprehensive Peace Process
The Permanent Observer for the State of Palestine welcomed the ceasefire but noted that it must be accompanied by a cessation of Israeli control over Gaza. He highlighted the significant loss of Palestinian lives since the ceasefire began and called for a peace process that respects the territorial integrity of the West Bank and Gaza Strip. The observer emphasized that Palestine must be central to any negotiations regarding its future.
While acknowledging the recovery of the last Israeli body, he raised concerns about the many Palestinian families still mourning their loved ones, whose remains remain buried under rubble. He urged the international community to recognize the plight of Palestinians and work towards a just and lasting peace that addresses the needs and rights of all parties involved.
