Department of Legal Affairs Completes All Targets Under Special Campaign 5.0
The Department of Legal Affairs (DLA) under the Ministry of Law & Justice has successfully wrapped up Special Campaign 5.0, achieving all set targets across its divisions and offices. Guided by Union Minister Shri Arjun Ram Meghwal and Law Secretary Dr. Anju Rathi Rana, the campaign focused on promoting cleanliness and efficiency, aligning with the government’s vision of “Swachhata Hi Seva.” The initiative resulted in significant improvements in record management, e-waste disposal, and the resolution of public grievances.
Campaign Implementation and Achievements
The Special Campaign 5.0 commenced with a thorough preparatory phase in September, followed by the implementation phase starting on October 2, 2025. The DLA utilized daily reviews and digital tracking via the SCDPM 5.0 Portal to ensure comprehensive coverage of all campaign parameters. This structured approach facilitated the achievement of various key objectives.
Among the notable accomplishments, the department reviewed a total of 64,401 physical files, with 60,216 identified for weeding out. Additionally, 26 files are set to be transferred to the National Archives of India. In the realm of e-files, 714 were reviewed, and 311 were successfully closed. The campaign also freed up 11,831 square feet of office space, generating revenue of ₹4,91,758.
The DLA addressed numerous pending references and grievances, including 50 from Members of Parliament, 6 from State Governments, and 879 public grievances. This systematic approach ensured that all outstanding issues were resolved efficiently, demonstrating the department’s commitment to public service.
Streamlining Records and E-Waste Management
Under the Public Records Act of 1993, the DLA undertook a comprehensive review and digitization of thousands of physical files. This effort not only streamlined record retrieval but also significantly reduced clutter in office spaces. The campaign included the identification and disposal of unserviceable IT assets, such as computers and printers, in accordance with the E-Waste Management Rules of 2022.
Moreover, redundant furniture and outdated materials were auctioned off, allowing for the creation of green corners and improved record management facilities. These changes have contributed to a more organized and productive work environment across the department’s offices.
Engagement and Cyber Security Awareness
The success of Special Campaign 5.0 was bolstered by the active participation of various offices within the DLA, including the Main Secretariat in New Delhi and branch secretariats in major cities. On October 30, 2025, the department also organized a Cyber Security Awareness Webinar as part of the campaign, coinciding with National Cyber Security Awareness Month.
This session, led by experts from the Cyber & Information Security Management Division, focused on critical topics such as data protection, password management, and phishing awareness. The initiative aims to foster a culture of cyber security and digital awareness within the department, reinforcing the importance of safe digital practices.

Dr. Anju Rathi Rana, the Law Secretary, emphasized that the spirit of cleanliness extends beyond physical spaces, embodying discipline and efficiency in public service. She commended the collective efforts of all department officers in making Special Campaign 5.0 a success.
