Department of Agriculture and Farmers Welfare (DA&FW) Activities Update

Special Campaign 5.0 has been officially launched by the Department of Administrative Reforms and Public Grievances (DARPG) to tackle the issue of pending tasks in government offices. This initiative will unfold in two phases: the Preparatory Phase from September 16 to September 30, 2025, followed by the Main Phase from October 2 to October 31, 2025. A significant focus of this campaign is the proper disposal of electronic waste (E-waste), aiming to enhance cleanliness and efficiency in government operations.

Campaign Phases and Objectives

The Special Campaign 5.0 is structured into two distinct phases to ensure effective implementation. The Preparatory Phase, which runs from September 16 to September 30, 2025, is designed to set the groundwork for the campaign. Following this, the Main Phase will take place from October 2 to October 31, 2025, where the actual activities will be executed. The campaign emphasizes the importance of E-waste disposal, encouraging government offices to adhere to established guidelines for managing electronic waste. This initiative is part of a broader effort to enhance cleanliness and operational efficiency within government departments across the country.

During the implementation phase, which spans the entire month of October, various cleanliness drives will be conducted at headquarters and subordinate offices, as well as public sector undertakings (PSUs). The campaign aims to not only address E-waste but also to promote innovative methods for utilizing waste materials generated by these offices. By fostering a culture of sustainability, the campaign seeks to minimize the environmental impact of government operations.

Engagement and Participation

The enthusiasm for Special Campaign 5.0 is evident among all subordinate and attached offices under the Department of Agriculture and Farmers’ Welfare (DA&FW). These offices are actively participating in the campaign, with Farm Machinery Training and Testing Institutes showcasing their innovative creations made from E-waste. This includes models of agricultural equipment such as drones, tractors, and cultivators, which were displayed during a workshop held on October 9, 2025. The workshop, organized in collaboration with DARPG, featured key addresses from senior officials, including the Secretaries of both departments.

The workshop also served as a platform to sensitize officers about the NextGen CPGRAMS portal and the objectives of Special Campaign 5.0. Additionally, booklets detailing work allocation and submission channels within DA&FW were unveiled, further enhancing the understanding of the campaign’s framework among participants.

Progress and Achievements

As of mid-campaign, significant progress has been reported. The Department has actively engaged in social media outreach, posting four PIB notes and over 150 tweets across platforms such as Twitter, LinkedIn, Instagram, and Facebook. These efforts aim to raise awareness about the campaign and its objectives.

The achievements thus far include a comprehensive overview of various parameters. For instance, 1,105 cleanliness campaign sites were targeted, with 500 sites already addressed. The campaign has also successfully reduced pending references from Members of Parliament from 33 to 3 and public grievances from 171,442 to 90,150. Furthermore, the campaign has facilitated the review of 27,735 physical files, with 5,181 files weeded out, freeing up 5,917 square feet of space. The initiative has also generated revenue amounting to Rs. 12,73,071, showcasing its effectiveness in improving operational efficiency.

Future Directions

Looking ahead, Special Campaign 5.0 aims to sustain its momentum and continue addressing the challenges of pendency in government offices. By focusing on E-waste disposal and cleanliness, the campaign not only seeks to enhance operational efficiency but also promotes environmental sustainability. The active participation of various departments and the innovative approaches being adopted are expected to yield long-term benefits for government operations and public service delivery. As the campaign progresses, ongoing monitoring and evaluation will be crucial to ensure that the set targets are met and that the objectives of the initiative are fully realized.
