Delhi Embraces Sustainable Urban Growth with New TOD Policy
In a significant step towards enhancing urban development, Union Minister for Housing and Urban Affairs, Shri Manohar Lal, announced new Transit Oriented Development (TOD) regulations aimed at transforming Delhi’s connectivity and housing landscape. Speaking at a press conference in New Delhi, he emphasized that the **Regulations for Transit Oriented Development (TOD) and Charges, 2026** build on the vision outlined in the Master Plan of Delhi 2021, laying the groundwork for sustainable urban growth, especially along metro corridors.
Under the guidance of Prime Minister Narendra Modi, this initiative seeks to address longstanding urban challenges while fostering a city that is better prepared for future demands. Minister Lal highlighted that Delhi is entering a new era of methodical and inclusive urban expansion, with a keen focus on making the city more livable and accessible for all residents.
Promoting Affordable Housing and Connectivity
During the press conference, Smt. Rekha Gupta reinforced the government’s commitment to a vision for Delhi that aligns with the Prime Minister’s goals. She declared that the TOD policy will facilitate high-density and mixed-use developments within a 500-metre radius around Metro and Regional Rapid Transit System (RRTS) corridors, covering approximately 207 square kilometers. This strategic approach is expected to significantly boost affordable housing options and improve overall connectivity for the city’s residents.
Central to the policy is the aim to support poor and middle-class families. The introduction of affordable housing initiatives and sustainable mobility solutions will be essential in optimizing land use through well-planned and densely populated developments taking advantage of existing and future public transit infrastructure.
Flexible and Inclusive Development Framework
The updated policy adopts a corridor-based approach, redefining the boundaries of accessible development zones. It opens up 207 square kilometers of land, expanding its reach to include areas previously overlooked by the earlier TOD regulations. Notably, about 80 square kilometers covering land pooling, low-density residential areas, and unauthorized colonies has now been integrated into the new framework.
Moreover, the new policy provides flexibility for development along both operational and proposed metro corridors, allowing for a synchronized growth of housing and infrastructure in tandem with transportation enhancements. This will encourage increased metro ridership and improve the livability of urban spaces.
Simplifying Processes for Developers
The TOD policy also eases the development process with structured changes aimed at promoting ‘Ease of Doing Business.’ Major modifications include simplifying project approvals through a unified application system, replacing the previous node-based framework with a more adaptable corridor-based model. This new approach allows for smaller plots (2000 square meters) to be developed under the TOD provisions, making it accessible for a wider range of developers and increasing the scope of affordable residential units.
