Despite being the fastest-growing economy in Southeast Asia, Vietnam faces significant hurdles, including corruption and external pressures such as tariffs imposed by the United States. Although the threat of tariffs has loomed large, recent data indicates that exports to the U.S. have surged by 28%, reaching record levels. The Vietnamese government has leveraged its one-party system to attract foreign investment, especially as companies look to diversify supply chains away from China. Maintaining this momentum amid external uncertainties will be a top priority for the new leadership.

To Lam’s Vision for Vietnam

To Lam, who has positioned himself as a reformer, is expected to continue his leadership role. Since becoming general secretary, he has focused on ambitious plans to transform Vietnam into an upper-income, knowledge-based economy by 2045. His tenure has been marked by policies aimed at administrative reform, national development, and fostering private-sector growth. However, he has also centralized power and expanded the authority of the police ministry, which he previously led. Observers note that while his re-election seems likely, the formation of a new government may take longer than anticipated. Legislative elections are scheduled for March 15, followed by the first meeting of the new National Assembly in April, where senior leaders will be formally appointed.

While many expect To Lam to be re-elected as general secretary, the broader process of forming a new government may extend over several months, as has been the case in previous years. This year, however, the timeline appears to be expedited. Reports suggest that To Lam is considering merging the roles of general secretary and president into a single position for the next term. He temporarily held both roles from May to August 2024, a move that echoes a similar arrangement by his predecessor. The outcomes of this congress and the subsequent leadership structure will significantly influence Vietnam’s political landscape and economic trajectory in the years to come.
