CAT Jammu Bench Achieves Remarkable Milestone
The Central Administrative Tribunal (CAT) Jammu Bench has made significant strides since its establishment in June 2020. Amid the challenges posed by the COVID-19 pandemic, the tribunal has successfully disposed of 15,537 cases. This achievement highlights the commitment of the tribunal to address grievances efficiently and effectively. Union Minister Dr. Jitendra Singh recently shared these impressive statistics during a briefing about the tribunal’s operations. The meeting focused on the tribunal’s infrastructure, staffing, and case management, underscoring the importance of the Jammu Bench in the Union Territory of Jammu and Kashmir.
A Record of Efficiency Amid Challenges
The CAT Jammu Bench has set a remarkable record by resolving a substantial number of cases in a short time. Since its inception, the tribunal has dealt with a total of 15,537 cases, which includes both newly instituted cases and those transferred from the Jammu and Kashmir High Court. Of the 11,792 cases transferred from the High Court, 9,275 have already been resolved. This efficiency is particularly noteworthy given the backdrop of the pandemic, which posed significant challenges to judicial operations.
Dr. Jitendra Singh credited the Union Government’s support for this achievement. He emphasized the government’s commitment to the well-being of government officers and staff in the region. The tribunal’s ability to maintain a high disposal rate has allowed employees to focus on developmental activities, contributing to the overall progress of Jammu and Kashmir. The establishment of the Jammu Bench during the pandemic was a strategic move to ensure that grievances could be addressed promptly, even in difficult circumstances.
Infrastructure and Capacity Building
The infrastructure of the CAT Jammu Bench has seen significant improvements since its establishment. The tribunal began with one Division Bench, which was later expanded to two Division Benches in January 2023. This expansion was necessary to accommodate the large number of pending cases and to enhance the tribunal’s capacity to serve the region effectively.
A new building for the Jammu Bench is expected to be operational by the end of this month. This facility will be equipped with modern amenities to support the tribunal’s functions. Additionally, efforts are underway to build human resource capacity within the tribunal. These initiatives aim to improve efficiency and ensure that the tribunal can continue to meet the needs of the employees in the Union Territory.
Dr. Singh also mentioned the introduction of circuit sittings at Leh, which began on June 19, 2024. This initiative aims to facilitate the employees of the Union Territory of Ladakh and address their grievances more effectively. By expanding its reach, the CAT Jammu Bench is making strides in ensuring that justice is accessible to all.
Commitment to Employee Welfare
The CAT Jammu Bench’s achievements reflect a broader commitment to employee welfare in the region. Dr. Jitendra Singh highlighted the tribunal’s role in providing timely resolutions to grievances, which is crucial for maintaining morale among government employees. The tribunal’s efficient handling of cases allows employees to concentrate on their work, ultimately benefiting the development of Jammu and Kashmir.
Despite the challenges posed by the pandemic and the initial setup of the tribunal, the CAT Jammu Bench has maintained a satisfactory disposal rate. This success is a testament to the dedication of the tribunal’s members and the support from the Union Government. The focus on employee welfare and efficient case management is expected to continue, ensuring that the tribunal remains a vital institution in the region.
