Assessing India’s Oil Security Amid Trump’s 500% Tariff Pressure and Global Crude Supply Shock Risks

India, which imports over 85% of its crude oil, faces significant risks from rising prices and supply chain disruptions. India’s Crude Oil Dependency

India’s reliance on imported crude oil poses a substantial vulnerability to its economy. With over 85% of its crude oil needs met through imports, any fluctuations in global oil prices or supply disruptions can have dire consequences. A report from SBI Research highlighted that a $10 increase in crude oil prices could lead to a rise in consumer price index (CPI) inflation by 25-35 basis points and a decline in real GDP growth by 20-30 basis points. Although SBI anticipates a softening of oil prices this year, the geopolitical landscape remains precarious. The Trump administration’s push for India to cease crude imports from Russia, coupled with sanctions on Russian firms, adds to the complexity of India’s oil procurement strategy.

In recent years, India’s crude oil import sources have shifted significantly. Data from Kpler indicates that Russia has emerged as India’s largest crude supplier, accounting for over 38% of total imports in 2023. This marks a notable change from 2021 when the Middle East dominated India’s sourcing. By 2025, Russia’s share is expected to decrease slightly to around 35%, while Iraq and Saudi Arabia maintain steady shares. The U.S. has also regained a foothold in India’s import basket, representing about 6.5% of total imports, reflecting India’s efforts to diversify its crude oil sources amid ongoing geopolitical uncertainties.

Strengthening Energy Security

India’s energy security framework has evolved significantly, reducing its vulnerability to external shocks. Experts emphasize that energy security is not just an economic concern but a strategic necessity for the nation. Sumit Ritolia from Kpler notes that while India remains reliant on imports for nearly 90% of its crude oil, the diversification of sourcing has strengthened its energy security. Indian refiners have enhanced their operational flexibility, allowing them to process a broader range of crude grades and adapt procurement strategies based on market conditions.

As India approaches 2026, the volatility of global energy markets necessitates a robust energy security strategy. The country has diversified its crude sourcing from fewer than 30 countries to around 40, spanning regions such as the Middle East, Africa, and the Americas. This diversification, coupled with a refining capacity of approximately 258 million metric tonnes per annum (MMTPA), has significantly mitigated exposure to supply disruptions and price volatility. Despite geopolitical risks, India has transitioned from being a passive price-taker to exercising greater flexibility through diversified procurement and diplomatic engagements.

Implications of Losing Access to Discounted Crude

The increasing share of discounted Russian crude in India’s import basket has raised concerns about the potential impact of sanctions and tariffs on this vital supply. If Indian refiners were to halt purchases of discounted Russian crude, the financial implications could be substantial. In 2025, India imported approximately 1.7 million barrels per day of discounted Russian crude, priced about $4-6 per barrel below other crude sources. This pricing differential translates to an annual cost advantage of roughly $3-4 billion.

Should India lose access to these discounted barrels, the crude import bill could rise significantly, potentially increasing by around $10 billion annually. The actual impact would depend on global market conditions, including supply-demand balances and alternative sourcing capabilities. Additionally, refinery margins may be affected, particularly for private refiners, as the loss of discounted crude could elevate feedstock costs and reduce refining margins.

Future Directions for India’s Energy Security

As India continues to bolster its strategic petroleum reserves, it faces the challenge of expediting this process amid ongoing geopolitical uncertainties. Currently, India’s strategic petroleum reserves stand at approximately 5.33 million metric tonnes, providing a cover of around 9-10 days of national crude consumption. While this is a meaningful safety net, it remains below the 90-day cover maintained by most OECD countries. The government has announced plans to expand storage capacity, but progress has been slow due to various challenges.

Experts advocate for a multi-faceted approach to enhance energy security. This includes diversifying storage types, improving pipeline resilience, and exploring alternative energy sources such as LNG, renewables, and biofuels. As India seeks to reduce its reliance on fossil fuels, the government is promoting clean energy initiatives and enhancing domestic oil and gas production. Strengthening domestic crude oil production remains a key pillar of resilience, as consistent investment in recovery and exploration can help stabilize output and reduce vulnerability to external shocks.
