Cyber Warfare Seminar Enhances National Security Strategies
A two-day seminar on “Cyber-Enabled Cognitive Warfare” organized by the Centre for Joint Warfare Studies (CENJOWS) wrapped up in New Delhi on November 3, 2026. The event, held under the auspices of the Headquarters Integrated Defence Staff (HQ IDS), featured significant discussions led by key military and academic figures, emphasizing the critical need for collaboration among various stakeholders to improve operational efficiency and situational awareness in the face of emerging cyber threats.
Focus on Evolving Deterrence Strategies
The second day of the seminar delved into new deterrence strategies for the cyber-enabled cognitive domain. Participants discussed the importance of credible response options, effective training, simulation, and the overall capacity building necessary to tackle these challenges. Topics also included digital governance, ethical implications, and legal frameworks essential for addressing the complex threats posed by cyber capabilities, Artificial Intelligence, and information manipulation.
Addressing National Security Challenges
Conversations highlighted the convergence of technology and psychological influence, stressing the implications these have for national security. Key issues such as attribution of cyber attacks, strategic signaling, and coordinated responses were examined in detail. Participants recognized the necessity for strong institutional capabilities to counteract hostile activities within the cognitive domain.
Collaborative Approach for a Stronger Response
The seminar called for a unified, multi-domain approach to national security. It acknowledged that threats in the cyber-enabled cognitive arena reach far beyond traditional technological vulnerabilities, affecting perceptions, decision-making, and institutional trust. Discussions were aimed at strengthening collaboration among defense, government, academic, and scientific communities, ultimately contributing to the development of effective capabilities and response frameworks tailored for the evolving security landscape.
