India Launches ‘Mission Rangeen Machhli 2031’ at Lakshadweep
The Department of Fisheries under the Ministry of Fisheries, Animal Husbandry & Dairying, Government of India, will host an Outreach Programme in Agatti, Lakshadweep, on August 31, 2026. This significant event will see the Hon’ble Vice President unveil the ‘Mission Rangeen Machhli 2031’ Strategic Action Plan aimed at enhancing ornamental fisheries development.
The outreach will feature notable dignitaries, including Shri Rajiv Ranjan Singh, the Hon’ble Union Minister for Fisheries, and Prof. S. P. Singh Baghel, the Hon’ble Minister of State for Fisheries. The initiative will also be graced by Shri Praful Khode Patel, the Hon’ble Administrator of Lakshadweep. Fish farmers, particularly women, as well as officials from various fisheries departments, representatives from the fisheries cluster, and line ministries are expected to attend, highlighting the program’s inclusive approach.
Unlocking India’s Marine Potential
India boasts a remarkable marine resource pool, yet much of it remains untapped. The country has a coastline extending over 11,099 kilometers and an Exclusive Economic Zone (EEZ) of 2.2 million square kilometers. Despite an estimated marine fisheries potential of 5.31 million tonnes, many opportunities for sustainable fishing and mariculture are still underutilized. Lakshadweep itself offers a vast EEZ of nearly 400,000 square kilometers, representing a significant portion of India’s total EEZ. With over 4,200 square kilometers of lagoons, it demonstrates unprecedented potential for high-value fishery resources, job creation, and blue economy growth.
A Cluster-Based Strategy for Growth
The Government of India is moving toward a cluster-based model to foster integrated and value-chain growth in the fisheries sector. Specifically, Lakshadweep has been identified as a dedicated Seaweed Cluster aimed at promoting the cultivation and processing of seaweed, alongside market linkages. Additionally, the islands are rich in ornamental fisheries, presenting opportunities for sustainable practices, export, and local livelihoods while preserving marine ecosystems.
During the outreach, the Vice President is set to distribute benefits to various fisheries sector stakeholders alongside the launch of the ‘Mission Rangeen Machhli 2031.’ This Strategic Action Plan will outline a comprehensive framework for managing the ornamental fisheries sector effectively, focusing on biosecurity, quality assurance, and regulatory compliance. Standard Operating Procedures (SOPs) will be developed to unify practices across the ornamental fisheries value chain, encompassing broodstock management, breeding, hatchery operations, and more.
Background of India’s Fisheries Sector
India is endowed with extensive marine resources, maintaining a coastline of approximately 11,099 km and an EEZ of about 2.4 million square kilometers. The marine fisheries potential is estimated at around 5.86 million metric tonnes, supporting the livelihoods of roughly 5 million fishers. The country ranks among the top producers in fisheries and aquaculture globally, with seafood exports valued at approximately ₹73,890 crore for the financial year 2025-26.
The majority of fishing activities occur within 40 to 50 nautical miles from the coast; however, deeper waters hold a treasure trove of high-value species like tuna, ripe for sustainable harvesting. Acknowledging the vital role of marine resource management, the Government of India has introduced guidelines for harnessing fisheries sustainably, covering both the EEZ and the high seas.
