India and Japan Collaborate on Skill Development Opportunities

The Ministry of Skill Development and Entrepreneurship (MSDE) in India organized a significant stakeholder consultation today aimed at enhancing skill development collaboration with Japan. The event, held in New Delhi, brought together representatives from various Indian ministries, state governments, and Japanese officials, as well as industry leaders and training partners, to discuss the future of workforce mobility and skill enhancement between the two nations.

Central to the discussions was the implementation of the Action Plan for India-Japan Human Resource Exchange and Cooperation, which was unveiled during the 15th India-Japan Annual Summit in 2025. This initiative seeks to better prepare Indian youth for career opportunities in Japan through targeted training that addresses industry needs, Japanese language proficiency, cultural understanding, and effective assessment methods.

The event featured key addresses from prominent figures including Shri Jayant Chaudhary, the Minister of State for Skill Development and Entrepreneurship and Education. Chaudhary emphasized the crucial role of equipping India’s youth with the right skills, confidence, and preparation to seize global employment opportunities. He highlighted Japan’s partnership as a valuable avenue for creating structured educational pathways with substantial industry involvement to ensure that candidates are workplace-ready.

Japanese Ambassador to India, H.E. Mr. Ono Keiichi, echoed these sentiments in his keynote address, affirming the complementary strengths of both nations. He pointed out that Japan’s pressing demand for skilled workers aligns perfectly with India’s vast reservoir of young talent. Keiichi praised MSDE’s collaborative efforts in uniting government, industry, and training bodies to forge realistic opportunities that enhance economic and cultural ties.

Highlighting the objectives of the consultation, Ms. Debashree Mukherjee, Secretary of MSDE, noted the necessity for cohesive action to translate the strategic plan into practice across various stakeholders. She pointed out the importance of synchronizing candidate mobilization, skill training, language education, and employer engagement to fulfill the Action Plan’s vision.

The consultation sessions covered essential aspects of India-Japan skill collaboration. Topics included the Technical Intern Training Programme (TITP) and the anticipated Employment for Skill Development Programme (ESDP), focusing on implementation strategies and aligning training frameworks. Further discussions involved expanding access to Japanese language training and specific skill curricula while facilitating better coordination among various institutions.

A highlight of the event was enabling Japanese recruitment firms to engage directly with Indian stakeholders. This exchange of insights aimed at delineating the critical skills and qualifications sought by Japanese employers while also emphasizing the importance of language proficiency and workplace readiness.

One of the key outcomes was a commitment to creating a comprehensive India-Japan Skills Roadmap, led by MSDE. This roadmap aims to enhance the clarity of the ESDP and to ensure its integration with existing pathways like TITP and SSW. It will detail actionable steps, responsibilities across different sectors, and success metrics to foster an organized framework for effective implementation of the skill development initiatives.

The collaboration seeks to redefine the skill landscape, enhancing the prospects for Indian youth while simultaneously addressing Japan’s need for skilled labor. By streamlining efforts among governments, educational institutions, and industry partners, India and Japan are set to forge a robust framework for mutual growth and opportunity.
