Government Launches Initiatives for Senior Citizens’ Welfare

The Central Government has unveiled a series of initiatives aimed at enhancing the welfare and quality of life for senior citizens in India. With projections estimating that the elderly population will soar from 100 million in 2011 to 230 million by 2036, the government is committed to ensuring that seniors receive adequate healthcare, social security, and a dignified living environment.

According to information presented in the Lok Sabha by the Minister of State for Social Justice and Empowerment, Shri B.L. Verma, the Atal Vayo Abhyuday Yojana (AVYAY) serves as an umbrella scheme designed to support senior citizens across the nation. This comprehensive program includes seven key components, addressing areas such as shelter, geriatric caregiving, innovative solutions, and assistive devices aimed at promoting healthy, productive aging.

Over the past three years, significant progress has been made under these initiatives with more than 10 lakh beneficiaries supported by AVYAY, alongside additional assistance through the National Social Assistance Programme (NSAP) and the National Programme for Healthcare of the Elderly (NPHCE), which has reached around 28 crore beneficiaries.

Support for Elderly Care Facilities

The Integrated Programme for Senior Citizens (IPSrC) provides crucial grants to NGOs and voluntary organizations that operate Senior Citizens Homes and Continuous Care Homes. These facilities ensure that indigent seniors receive essential services such as nutrition, healthcare, and entertainment at no cost. Additionally, the State Action Plan for Senior Citizens (SAPSrC) aids states and union territories in conducting awareness campaigns and specific health interventions.

24/7 Helpline for Senior Citizens

To enhance accessibility to support services, the Elderline, launched on October 1, 2021, offers a toll-free helpline at 14567. This service not only addresses grievances but also educates seniors about various central and state government initiatives.

Financial Assistance for Medical Needs

For elderly individuals earning less than ₹15,000 and facing age-related disabilities, the Rashtriya Vayoshri Yojana (RVY) provides essential physical aids. Implemented by the Artificial Limbs Manufacturing Corporation of India, the scheme focuses on restoring normal bodily functions through critical assistive devices.

Promoting Geriatric Care

The government also prioritizes the training of geriatric caregivers to meet the growing demand for professional elderly care. This effort aims to create a skilled workforce to cater to the unique needs of senior citizens. In addition, health coverage under the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) guarantees ₹5 lakh health insurance for seniors aged 70 and above, ensuring comprehensive medical support regardless of their socio-economic status.

The initiatives under the NPHCE further promote elderly health by enhancing community-based healthcare services and establishing dedicated geriatric care facilities at regional levels. Moreover, the NSAP offers monthly pensions of ₹200 for seniors aged 60-79 and ₹500 for those aged 80 and above, with the possibility of additional support from state governments.

The government regularly assesses the impact of these programs to adapt to the evolving needs of the elderly population. Stakeholder discussions and evaluations guide the decision-making process, ensuring a responsive approach to the challenges faced by senior citizens. This multi-faceted strategy combines social care, healthcare, assistive technologies, and innovative solutions to reaffirm the government’s commitment to fostering dignity and well-being among India’s elderly.
