India’s Mission to Combat Space Debris Intensifies
The Indian Space Research Organisation (ISRO) is actively addressing the growing concern surrounding the proliferation of Low Earth Orbit (LEO) satellite constellations, as well as the resulting accumulation of space debris. In a statement made in the Rajya Sabha, Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances & Pensions, emphasized the organization’s commitment to mitigating these risks through comprehensive strategies and initiatives.

While many of these large constellations are equipped with autonomous collision avoidance systems, there remains a risk that some satellites may experience failures, making them incapable of maneuvering to avoid potential collisions.
The Threat of Untrackable Debris
Another concern raised by the Minister is the presence of small, untrackable debris. This type of hazardous material poses a considerable threat to operational satellites, as it cannot be avoided through collision avoidance systems or adequately shielded against. A collision with such debris could lead to catastrophic damage, effectively ending the mission of the affected satellite and generating even more debris in the process. The cumulative risk associated with these collisions is alarming, especially in densely populated orbital regions.
International Collaboration and Standards
Dr. Singh highlighted India’s active role in global forums focused on space debris monitoring and mitigation, such as the Inter-Agency Space Debris Coordination Committee (IADC) and the United Nations Committee on the Peaceful Uses of Outer Space (UN-COPUOS). ISRO has been a member of the IADC since its inception in 1996. Regular discussions among IADC members lead to updates in space debris mitigation guidelines, adapting to the dynamic nature of the space debris landscape.
End-of-Life Disposal Measures
Regarding the disposal of satellites at the end of their operational lives, the Indian Space Policy mandates adherence to internationally recognized guidelines. These include measures for responsible end-of-life disposal, something that ISRO’s Debris Free Space Mission seeks to implement effectively. The recent Norms, Guidelines, and Procedures released by the Indian National Space Promotion and Authorization Center (IN-SPACe) in 2024 further encourage Indian space entities to adopt adequate disposal strategies for their assets or ensure limited orbital lifespans through natural decay.

Dr. Singh underscored the concept of Space Situational Awareness (SSA) as a crucial element for sustainable space operations. Key criteria for operators include maintaining maneuverability, ensuring effective tracking of satellites, and establishing a robust regulatory framework. Compliance with international standards and participation in the Debris Free Space Mission’s initiatives are expected to significantly contribute to safeguarding space assets and reducing debris generation.

He emphasized that both international cooperation and the enhancement of indigenous capabilities are vital for monitoring space objects and ensuring long-term sustainability. Collaborative efforts and data-sharing will foster comprehensive SSA, while a focus on building local expertise will empower India to tackle emerging challenges in the space sector. Raising awareness about the fragile nature of usable space regions remains essential for protecting the future of space exploration.
