NITI Aayog has unveiled a comprehensive report entitled “Key Sectors to Position India as a Global Manufacturing Hub”. This study provides a structured framework to identify crucial sectors that could elevate India into a manufacturing powerhouse on the global stage. The focus is on four major sectors: Chemicals, Telecom & Networking Equipment, Textiles, and Solar Photovoltaic manufacturing.
The report performs an in-depth analysis of India’s manufacturing landscape, examining global trends, growth opportunities, and essential benchmarks. It evaluates various factors influencing manufacturing competitiveness, including market potential, infrastructure readiness, policy support, raw material availability, technological readiness, employment opportunities, and India’s current position within global value chains.
Identifying High-Potential Sectors
The aim of this initiative is to identify sectors with significant growth potential in which targeted interventions can bolster domestic capabilities, enhance competitiveness, and accelerate growth in export-oriented manufacturing. Drawing insights from leading manufacturing countries, the report also presents sector-specific recommendations to address major challenges and stimulate growth.
Structured Research Process
The study followed a four-phase approach:
- Phase 1: Shortlisting sectors based on attractiveness, identifying those with high market potential.
- Phase 2: Undertaking a detailed assessment of the shortlisted sectors to evaluate market potential and strategic relevance.
- Phase 3: Benchmarking against international best practices by analyzing successful approaches adopted by top-performing nations.
- Phase 4: Developing actionable recommendations and a roadmap to enhance competitiveness and growth.
Sector-wise Insights
The report emphasizes four high-potential manufacturing sectors:
Chemical Sector
The domestic chemicals industry consists of three key segments: petrochemicals, specialty chemicals, and inorganic chemicals. By expanding downstream production and improving feedstock utilization, India can enhance its domestic value addition. Promoting local manufacturing and leveraging Free Trade Agreements are crucial for reducing import dependence and fostering sustainable growth.
Textiles Sector
India’s textile and apparel industry is a cornerstone of the economy, contributing around 2% to national GDP and supplying livelihoods to over 45 million people. In fiscal 2025, textile exports reached USD 37.7 billion, making India the sixth largest textile exporter globally. The sector can further boost its global competitiveness through improved raw material access, enhanced infrastructure, and investment in technology.
Telecom & Networking Equipment Sector
With over 1.2 billion subscribers, India is the second-largest telecommunications market worldwide. The National Telecom Policy 2025 aims to double the sector’s GDP contribution and exports while creating a million new jobs by 2030. Priorities include promoting localization of manufacturing and technology transfer.
Solar Photovoltaic Sector
India has achieved substantial growth in solar capacity, installing 106 GW by March 2025, but needs to add 174 GW to meet its 2030 target. The domestic market for solar PV is anticipated to grow significantly, driven by various initiatives and demands. Strengthening technology partnerships and R&D will be vital for enhancing the manufacturing ecosystem.
