India Introduces New Quality Control Order to Boost Industry
In a pivotal move to bolster India’s quality standards and enhance competitiveness within its industries, the Department for Promotion of Industry and Internal Trade (DPIIT) has officially announced the Transition Facilitation (Quality Control) Order, 2026. This initiative aims to create a balanced framework that nurtures innovation and technological advancements while ensuring compliance with essential regulations.
The Government of India is dedicated to establishing a solid quality ecosystem which guarantees consumers have access to safe, reliable, and standards-compliant products. To support this vision, DPIIT has already implemented Quality Control Orders (QCOs) focusing on crucial products to protect consumer interests while improving reliability and fostering a competitive landscape in domestic industries.
Innovative Compliance Mechanism
With the introduction of the Transition Facilitation (Quality Control) Order, 2026, a new risk-based compliance mechanism emerges, facilitating a smooth transition for industries without compromising on quality assurance and consumer protection. This order permits domestic manufacturers to source materials from producers licensed under Scheme II of the Bureau of Indian Standards (BIS) regulations, providing an alternative to the traditional ISI Mark Scheme.
Permissions will be granted based on the manufacturer’s technical capabilities, historical compliance record, and commitment to innovation, design development, and the growth of domestic supply chains. The Order also recognizes manufacturers who have consistently met QCO requirements over the last three years, thereby incentivizing ongoing compliance with quality mandates.

This reform is designed to simplify compliance processes while upholding quality standards. By presenting an alternative compliance mechanism, the Order is expected to stimulate technological modernization and innovation within India’s manufacturing sector.
